A conflict that had erupted between the entrepreneur and the resource-supplying organization was resolved with the participation of the Moscow region ombudsman Vladimir Golovnev.

The working group on consideration of the appeal of the General Director of VMS-Print JSC ended with a positive result. In February, a Podolsk polygraphic enterprise appealed to the Commissioner for the Protection of Entrepreneurs' Rights with a complaint about the illegal actions of Mosoblenergo JSC, which had established requirements for the procedure for technological connection to the not stipulated by the legislation of the Russian Federation.

The company was founded in 2001 and combines three types of industries: offset, flexographic and micro-corrugated cardboard production. Currently, the company is implementing a project to expand production capacity in order to increase the range of products, introduce new innovative technologies and create new jobs. In August last year, a new production and warehouse complex was built and put into operation. In this regard, the company required additional electrical power. The management of VMS-Print appealed to Mosoblenergo with a request for technological connection to their power grids, but instead, in response received a proposal to build a distribution substation at the cost of 55 million rubles at its own expense.

- Since there is a real possibility of technological connection of our company's power receivers to the power grids owned by Mosoblenergo, without imposing on us multimillion-dollar expenses on the construction of a distribution substation, we sent in response a reasoned refusal to sign the contract on the proposed conditions with the current legislation prohibiting unreasonably imposing obligations on the consumer, do not provide laws of friction, - said CEO Mirkamol Mirzamahmudov. - On our motivated refusal to sign the draft contract, the network organization sent its response, from which there followed a refusal to take into account the legal rights and interests of VMS-Print. Moreover, in the new draft agreement on technological connection, Mosoblenergo set a new price, which amounted to 72 million rubles.

In order to resolve the dispute, the Commissioner decided to hold a meeting of the Expert Council working group with the participation of the applicant's representatives and representatives of Mosoblenergo, the Ministry of Energy of the Moscow Region and the administration of the Podolsk city district.

During the meeting, a representative of the ministry confirmed the legitimacy of the actions of Mosoblenergo in terms of ensuring the reliability of power transmission to consumers, and also reported on a set of measures had been developed with the participation of the applicant and the energy supplying organization that would reduce the cost of connection from 72 million rubles to 1-1.5 million.

Representatives of the company said that the proposal of the Ministry of Energy fully satisfied them, as it will make it possible to make a technological connection to the power grid within a reasonable time and at a reasonable cost.

Within 20 days, it is planned to sign an agreement between Mosoblenergo and VMS-Print. And since the company will need about 6 months to complete the entire set of measures for technological connection to the power supply networks, the situation remains under the control of the Commissioner and the Ministry of Energy of the Moscow Region.
