A draft law of the Amendment of the Constitution of the Russian Federation was discussed on February 5th during public hearings in Moscow Regional Duma.

This was announced by the Moscow Region Business Ombudsman Vladimir Golovnev, who participated this meeting at the invitation of the Moscow Region Duma Chairman Igor Bryntsalov. 

    A special attention was paid to draft law "Of the improvement of the selected issues regulation for organization of public authority", which was introduced into Regional Duma by the President of Russian Federation Vladimir Putin - noted Vladimir Golovnev.

Part of the proposed amendments relate to the consolidation of state social responsibilities to citizens - pointed out the Moscow Region Business Ombudsman. Thus, pensions accounting are offered to index annually as well as the size of the salary's minimum equal to the living wage being set up.

    Other part of the amendments relates to the Parliament's power extension in order to maintain a balance of authority and it is recommended the requirements to them be straightened. The amendments also provide empower for the Constitution Court of Russian Federation, the prohibition of foreign residents permits for highest officials, impose the Presidential term limits, the primacy of the Basic Law over international agreements.

    According to the President of Russian Federation Vladimir Putin, life itself dictated the Constitution Amendments, because some things don't work out right.      And it is difficult to disagree with the President, as Vladimir Golovnev stated.

The possible changes would improve either the citizen's or entrepreneurs life level. We should not forget that a social policy and an economy are inextricably linked. Most business taxes prepare the budget used for citizen's purposes in future.  And on the order of Moscow Region Governor, unprecedented measures are taken today in Moscow Region for business favor.

     The "My business" centers and Regional Management Center (RMC) with “one supportive window” are working very effective, and moreover a hotline is available for entrepreneurs in Moscow Region since February 1st this year - said the Moscow Region Business Ombudsman Vladimir Golovnev.

     Having presenting the outcomes, Vladimir Golovnev noted the need for cooperation of federal, regional and municipal authority as well as business and human rights community. This would allow to create comfortable environment for business and for people in general and promotes new jobs and investment flows.    That, hopefully, will secure the future for our people by supporting the amendments--concluded Vladimir Golovnev.

    It is worth noting, that a working group was established at the President's direction to prepare amendments into the Basic Law. Taking part in work are senators, deputies, rectors of institutions, honored lawyers, social activists, health, culture and sport figures.

    Meetings with public representatives and experts are currently taking place all over the country. Everyone may participate the preparation of the amendments if wanted to. The meeting of the main working group is held in the Moscow Public Chamber, where all of the amendments is considered, including various citizen's appeals. 

    A final decision will be made at the Russian - wide vote as initiated by the President of Russian Federation Vladimir Putin.
