Over five billion rubles it is planned to spend in 2021 year to support business in the Moscow Region.

The draft budget of the Moscow Region for 2021 year and for the planning period of 2022 and 2023 years was submitted by the Governor of the Moscow Region Andrei Vorobyov to the Moscow Regional Duma.

On November 11th, a public hearing on the draft law on the budget of the Moscow Region for the next year and a two-year planning period was held in the Moscow Regional Duma.  The priorities of the region's budgetary policy for the next three years are maintaining the stability of the budgetary system, fulfilling social obligations, and state support for the real economy sector.  It is planned to spend over 5 billion rubles on the implementation of tasks to support business in 2021 year.

According to the Moscow Region Business Ombudsman Vladimir Golovnev, following the hearings on November 11th, the Moscow Region managed to maintain the social orientation of the planned budget expenditures, which at this stage is an extremely important task.  Out of 19 regional state programs - 17 are aimed at solving problems related to meeting the social and economic needs of residents.

“Despite the difficult economic situation due to the coronavirus pandemic in 2021, special attention in the budget planned for 2021 is paid, among other things, to business support.  In particular, first of all, it is planned to support industries most suffered from restrictions.  Out of 5,1 billion rubles provided for the program "Entrepreneurship of the Moscow Region", over 3, 3 billion rubles will be spent on the subprogram "Investments of the Moscow Region," said Vladimir Golovnev.

Under the subprogram "Development of small and medium-sized business in the Moscow Region", the regional Ministry of Investments, Industry and Science in 2021 year provides for more than 1,3 billion rubles of expenses.

“Undoubtedly, one of the most important factors that influenced the formation of budgetary policy for the next year, was the fight against the spread of the new Coronavirus infection.  This factor cannot be ignored in the context of the ongoing pandemic.  Despite this, the Moscow Region Government strives to create the most comfortable conditions for the development of regional business and is making every effort to consistently restore the pace of business activity, preserve and create additional jobs”, concluded Vladimir Golovnev.
