On March 20th of 2021, the Decree of the Government of the Russian Federation dated March 10th of 2021 No. 343 "On Amendments to the Resolution of the Government of the Russian Federation of December 31st of 2019 No. 1956" entered into force, according its, the participants in the turnover of light industry goods are entitled to store and  transportation of the goods who were in possession, use or disposal of goods of the light industry by January 2021 and carry out their marking means of identifying and providing relevant information in the labeling information system for follow-up to May 1st of 2021 year.

On March 20th of 2021, the Decree of the Government of the Russian Federation dated March 10th of 2021 No. 343 "On Amendments to the Resolution of the Government of the Russian Federation of December 31st of 2019 No. 1956" entered into force, according its, the participants in the turnover of light industry goods are entitled to store and  transportation of the goods who were in possession, use or disposal of goods of the light industry by January 2021 and carry out their marking means of identifying and providing relevant information in the labeling information system for follow-up to May 1st of 2021 year.

Marking of light industry goods in an additional period can be carried out only if the goods are registered in accordance with paragraphs 24 and 25 of the Rules.
The turnover of goods to be mandatory marked with identification tools without identification means is prohibited.
Responsibility for the implementation, storage for the purpose of marketing (sales) of goods and products to be labeling, on which there is no latter, established by Art.  15.12 Code of the Russian Federation on Administrative Offenses.
We remind you that Identification tools (Data Matrix code) according to the CT EAEEC Code, the following groups of goods are subject to labeling:
• 4203 10 000 - objects of clothing and accessories to clothing, from genuine leather or compositional skin - clothing items - from genuine leather, other;
 • 6106 - blouses, blouses and blouses knitted machinery or manual knitting, women or girls;
 • 6201 - coat, semi-coat, capes, raincoats, jackets (including ski), windbreakers, storms and similar products for men or boys;
 • 6202 - coat, semi-coat, capes, raincoats, jackets (including ski), windbreakers, storms and similar products for women or girls.
According to the OKPD2 codes, the marking is subject to products of light industry according to the commodity nomenclature codes:
 • 14.11.10 - Clothes made of natural or composite skin;
 • 14.14.13 - Blouses, shirts and batch files, female or for girls knitted or knitted;
 • 14.13.21 - coat, raincoats, jackets, raincoats, raincoats with hoods, anoots, windbreakers, storms and similar textile products for men or boys, except knitted.
If you need to enter such goods, the participants of their turnover carry out the registration of goods in the information system of monitoring and contribute to it the following information in relation to each unit of goods:
 - Identification Tax Number of participant of the turnover of goods carrying out the entry of goods into circulation;
 - Product identification code, or kit identification code, or set identification code, or transport packaging identification code.
Recall, in accordance with the Decree of the Government of the Russian Federation of December 31, 2019 No. 1956 "On approval of the rules for labeling goods of the light industry by means of identification and features of the introduction of the State Information System of Monitoring for the Turnover of goods to be mandatory to marking identification by means of an easy industry"  (hereinafter referred to as Decree No. 1956, Rules, Information System of Marking) On January 1st of 2021, a ban was imposed on the turnover of light industry unmarked identification by means of identifying goods.
