The purpose of granting subsidies is partial compensation for the cost of the employer to pay wages to employees from the number of employed unemployed citizens.  

12 billion rubles were allocated for the payment of subsidies to business for the employment of citizens.  The government is calculated that subsidies will allow companies to hire an additional 200 thousand people.

For each employed worker, consisting in the employment center, the company and individual entrepreneurs will receive a subsidy of about 38,000 rubles.  Decree of the Government of the Russian Federation of 13.03.2021 No. 362 "On state support in 2021 legal entities and individual entrepreneurs in the employment of unemployed citizens" approved the rules for providing subsidies to employers.  Relevant information is published on the official website of the Government of the Russian Federation.  According to this document, the employer may receive a subsidy for employment of citizens who have been registered in special centers before January 1st of 2021, as unemployed persons.

The amount of the subsidy will be equal to three minimum wages (increased by the district coefficient and the amount of insurance premiums) multiplied by the number of employed citizens.

The distribution of subsidies will be engaged in the social insurance fund, which will receive information about the employment of unemployed through employment centers and pay means directly to the employer.  The first payment organization or  individual entrepreneur will receive 1 month after the employment of each unemployed, the second - after 3 months, the third - after 6 months.  At the date of the conclusion of the employment contract, an employee should not be the individual entrepreneur, the head of the peasant (farmer) economy or to be self-employed (a payer of the professional income tax).

Subsidy can be issued remotely.  First, you need to make a statement with a list of free jobs and vacant posts and send it through the personal account on the portal "Work in Russia".  After that, the employment service will pick up the applicant candidates for work.  Then (no earlier than one month after the employment, but no later than November 1, 2021) the employer will be able to contact the FSS for subsidies.  To do this, you will need to send a statement through the Unified Integrated Information System "Sozstrakh" (EIS).  The application must be signed by a strengthened by a qualified electronic signature or a simple electronic signature of an authorized employee.

FSS will pay subsidy (or report a refusal of paying) within 10 working days from the date of the application direction.  As of December 15, 2021, the recipient of the subsidies should continue to work at least 80% of the number of employed persons who used to be unemployed.  If this condition is not fulfilled, some of the funds will have to return.  Also, the return of the subsidy is provided if the FSS on the results of checking the employer will identify non-compliance with the purposes, conditions or procedures for obtaining state support.
