After the intervention of the Moscow Region Commissioner for the Protection of the Rights of Entrepreneurs in the Moscow Region Vladimir Golovnev, the case of the theft of property belonging to an entrepreneur from Mytishchi city district has moved forward, a criminal case has been initiated.

The director of a transport and logistics company from the Mytishchi city district addressed the regional Business Ombudsman. In March of this year, the organization submitted an application to the local department of the Ministry of Internal Affairs of Russia "Mytishchinskoe" on the fact of theft by unidentified persons of inventory - a car performing large–sized transportation, along with cargo. The police conducted an inspection, according to the results, it was decided to send the material on territorial investigation to the Ministry of Internal Affairs of Russia in the Khimki city district.

However, the transfer of the case materials was delayed. For four months, employees of the Khimki department could not initiate a criminal case, citing the lack of original documents on paper. The entrepreneur appealed to the regional State Department of the Ministry of Internal Affairs of Russia, but this did not contribute to the intensification of the investigation of the crime and the search for stolen property.

This continued until the moment of the appeal to the Moscow Region Commissioner. After all, the inaction of law enforcement agencies in conducting a procedural check for a long period of time created a threat of loss of evidence of the crime committed, and the departure of the perpetrators from the responsibility provided for by law.

Having studied the applicant's arguments, Vladimir Golovnev sent an appeal to the State Department of the Ministry of Internal Affairs of Russia in the Moscow Region, after which law enforcement agencies initiated a review of the course of consideration of the application of the logistics company affected by the theft. The result of the audit was the initiation of a criminal case on the grounds of a crime provided for in part 4 of Article 158 of the Criminal Code of the Russian Federation, and the conduct of investigative and procedural actions necessary for the final investigation of this criminal case.

"Paperwork is the biggest drag for any businessman, and today, when most of the processes have been transferred to an online format, it is simply unacceptable to drown in the routine of paperwork. The bureaucratic delays faced by the logistics company from Mytishchi city district have been resolved. The appeal remains under my control until the issue is fully resolved by law enforcement agencies," said Vladimir Golovnev, the Commissioner for the Protection of the Rights of Entrepreneurs in the Moscow Region.
