In an interview with the '360' TV channel, the Commissioner for the Protection of the Rights of Entrepreneurs in the Moscow Region Vladimir Golovnev told how scheduled business inspections are currently taking place, and how such flagship tools as "preventive visits" and "self-examination" work.

- Business, of course, welcomes the ban on scheduled inspections until the end of 2022. The number of appeals coming to me with complaints against control and supervisory authorities in the last two years does not exceed 4.7%. In addition, the Law on Control and Supervision (248-FL), which came into force a year ago, completely restructured the work of the supervisors themselves, whose actions are now mainly aimed at preventing offenses, and not at imposing fines," said Business Ombudsman Vladimir Golovnev. At the same time, it is impossible to cancel inspections within the framework of sanitary-epidemiological, veterinary and fire control, as well as supervision in the field of industrial safety," he believes. To avoid verification, it is necessary, of course, to comply with all applicable rules and regulations. And to do this, you can use the services of a digital service developed on the basis of the Russian State University (regional portal of public services), and order a consultation, a preventive visit and undergo self-examination. A preventive visit is a preventive conversation with an employee of the supervisory authority, when the inspector informs about the mandatory requirements, about the compliance of the objects of control with risk criteria, about the grounds and recommended ways to reduce the risk category, about the types, content and intensity of control and supervisory measures. In person or in the VKS mode, he can conduct an inspection and indicate where and what violations the businessman needs to eliminate. In the Moscow Region, entrepreneurs can get this service on the RPGU portal. At any convenient date and in a convenient format, the entrepreneur will be given appropriate recommendations. At the same time, the inspector cannot issue orders about violations during the visit and cannot fine. If the controller finds a direct threat of harm (in case of violation of the requirements, when the lack of reaction of the inspector inevitably leads to death or serious harm to health), then in this case the control and supervisory action will still be initiated. - According to Glavgosstroynadzor, which oversees this direction, since the launch of the service in May 2022, 50 professional visits have already been conducted in the field of passenger transportation and construction supervision, Vladimir Golovnev noted. An entrepreneur can check himself. Self–examination is a convenient opportunity to independently pass electronic checklists from a mobile phone and send them to the supervisory authorities without an inspector visiting the facility. If all the items are properly filled out, as a result, the entrepreneur will be issued a declaration of compliance with mandatory requirements – this ensures that the business will not come with a scheduled inspection next year. The whole procedure is clearly regulated and, from the moment of filing an application to receiving the results of the audit, takes 14 days. Currently, 12 organizations in the field of object operation and taxi have already passed self-examination. The Moscow Region is one of the first regions where control and supervisory activities are transferred to an online format. Yes, the service is new, the business is carefully mastering it. But don't be afraid to try something new. The developers are open to dialogue and are ready to adjust the system if something fails.
