Normative activity is one of the most important areas in the work of the Commissioner for the Protection of the Rights of Entrepreneurs in the Moscow Region.

The Commissioner participates in the assessment of the regulatory impact of draft regulatory legal acts of the Moscow Region, interacts with the Moscow Regional Duma, prepares proposals on the legal regulation of entrepreneurial activity, for sending to the Commissioner under the President of the Russian Federation for the Protection of the Rights of Entrepreneurs and other state bodies. Thus the regional legislation provides for the right of the Business Ombudsman to send motivated proposals to the regional bodies of state power and local self-government on the adoption of regulatory legal acts.

- In 2019, on my initiative, an Expert Commission on rulemaking was created, which is 100% composed of active professional lawyers. The Commission consists of 22 lawyers, each of whom specializes in a specific area of legislation. Over four years of work, the commission has reviewed 153 different regulatory legal acts, conclusions have been prepared on 116, - said the Commissioner for the Protection of the Rights of Entrepreneurs in the Moscow Region Vladimir Golovnev.
