The owner of the technical center appealed to the business Ombudsman of the Moscow Region Vladimir Golovnev, with a complaint about the actions of law enforcement agencies.

At the end of February 2023, police officers entered the building of the center without presenting official certificates and documents on conducting an inspection (inspection, search) and conducted a personal search of the employees of the technical center, after which they took them to the local police station. At the same time, no documents (protocols, acts) on the conduct of these events were drawn up.

According to the applicant, the detainees were officially employed and had with them the entire package of documents necessary for work. As a result of the actions of the police, the activities of the technical center were paralyzed.

Having considered the applicant's arguments, this appeal was submitted by the Commissioner for a joint reception with the Prosecutor of the Moscow Region Sergei Zabaturin, at which a decision was made to check the legality and validity of police actions.

Following the results of the inspection, a submission was made to the head of the local police department in connection with the violations committed, and an internal audit was organized against officials.
