In the Kotelniki city district, the Commissioner for the Protection of the Rights of Entrepreneurs in the Moscow Region Vladimir Golovnev and the first deputy prosecutor of the Moscow Region Andrey Gantsev held a joint reception of entrepreneurs. 

Nine businessmen applied for the protection of their rights and legitimate interests.

The event was held within the walls of the administration of the Kotelniki city district. Entrepreneurs from Mytishchi, Taldom, Bronnitsy, Naro-Fominsk, Serpukhov, Balashikha and Leninsky city districts were able to apply directly to the regional prosecutor's office and the Business Ombudsman for protection of their rights.

- The most difficult cases that have happened to businessmen are brought to such receptions. Throughout the work of the Institute of the Commissioner, complaints against law enforcement agencies are among the top most common. The reception in Kotelniki was no exception. The long-term practice of our joint receptions with the prosecutor's office allows us to restore the rights of business even in the most difficult situations - said Vladimir Golovnev, the Business Ombudsman of the Moscow Region.

Most of the complaints were unmotivated refusals of the police authorities to initiate criminal cases, inaction in their investigation and conducting procedural checks. Also, during the reception, appeals related to illegal actions of local self-government bodies were considered.

A vivid example is the story of one of the applicants. In September 2021, a fire occurred in a non-residential building located on a plot of land owned by the applicant's company, causing property damage to the company. Upon the fact of the fire, a criminal case was initiated under Article 168 of the Criminal Code of the Russian Federation "destruction or damage to someone else's property on a large scale committed by careless handling of fire." The applicant indicated that the police had not carried out any investigative actions and operational search measures to solve the crime.

The participants of the meeting, having clarified a number of details and requested the necessary documents, took the issue under the prosecutor's control. The investigation of the criminal case will be checked in the near future.

Checks will be carried out on all the appeals considered during the joint reception and, if necessary, measures of the prosecutor's response will be taken. Until the completion of the process, the cases remain under the control of the Commissioner.
