Every fourth complaint received by the Commissioner for the Protection of the Rights of Entrepreneurs in the Moscow Region is related to illegal actions or inaction on the part of law enforcement agencies. 

According to Vladimir Golovnev, interaction with the prosecutor's office plays a crucial role in the positive consideration of such appeals.

Thus, in the first half of 2023, 26 submissions, 1 protest, 4 demands for the elimination of identified violations of the law were made on the appeals of the Commissioner sent to the Prosecutor's Office of the Moscow Region for consideration and taking measures of the prosecutor's response. In addition, 1 official was brought to disciplinary responsibility, 17 illegal decisions were canceled, red tape on 4 appeals was overcome, 1 criminal case was initiated. In another case, the property seized during the investigation was returned to the owner.

In particular, the construction company appealed to the business Ombudsman with a complaint about the seizure of excavators. As a result of the actions of law enforcement agencies, the company's activities were paralyzed, despite repeated requests for the return of seized property for safekeeping. At the request of the Commissioner, the Prosecutor's Office of the Moscow Region conducted an inspection, following which a demand was made to the police authorities, and all seized property was returned to the enterprise.

"A detailed examination of each case is a long and energy–intensive process, in which the Prosecutor's office of the Moscow Region provides us with great assistance. This joint work for 9 years has repeatedly proved its effectiveness. About 65% of appeals end up being considered in favor of the business. Moreover, the heads of public reception offices and city prosecutors also hold joint receptions on the ground and promptly help in solving business issues that arise," said Vladimir Golovnev, the Commissioner for the Protection of the Rights of Entrepreneurs in the Moscow Region.
