On February 14, a public discussion of the results of supervisory activities and the results of the law-enforcement practice of the Main Directorate of the Ministry of Emergency Situations of Russia in the Moscow Region took place in Khimki near Moscow, taking into account the implementation of a risk-based approach. The acting head of the Main Directorate Alexey Pavlov summed up the activities of the department for 2018.

Representative of the regional business ombudsman Alexander Golovanov took part in the discussion of the practice review.

Thus, according to the data of the Department over the past year, 9230 were organized and held in respect of legal entities and individual entrepreneurs, which is 34.5% more than in 2017. This is explained by the almost double increase in the number of appeals and statements of legal entities, individual entrepreneurs and citizens: in 2017 their number was 2330, and in 2018 it was already 4183.

Of the total volume of inspections, 29% were planned and 71% were unscheduled. According to the results of inspections, 43710 violations of fire safety requirements were revealed. 40136 violations were eliminated. Thus, the instructions for eliminating violations of fire safety requirements in the region are fulfilled by 92%.

359 fire prevention information notices were sent to the prosecution authorities, as well as 445 information notices were sent to various authorities competent on fire safety issues.

The number of warnings about the inadmissibility of violating mandatory fire safety requirements increased more than 14 times: in 2017 - 39, in 2018 - 582.

No small business and microenterprise checks have been conducted.

Of the complaints received in 2018, 72% contained issues of fire prevention and fire safety violations, 4.6% were related to clarification of legislation requirements in the fire safety field, less than 1% were complaints to an unlawful stuff actions, 23% were appeals on other issues within the scope of the state fire supervision.

 “We have developed partnership relations with regional representatives of the Ministry of Emergency Situations. On the spots (in the municipalities of the Moscow region), on the initiative of our public reception managers, there are systematic meetings of private entrepreneurs with Ministry of Emergency Situations officers, explaining the basic requirements for fire safety, educational campaign. A fire inspector may visit one or another organization unexpectedly, point out existing violations and suggest how it should or should not be done. Preventive measures have their effect in some areas. But in general, we see that there are still many violations in the field of fire safety. We will work in this direction,” -  commented Commissioner for the Protection of the Rights of Entrepreneurs in the Moscow Region Vladimir Golovnev.
