On February 19, the Commissioner for the Protection of the Rights of Entrepreneurs in the Moscow Region Vladimir Golovnev took part in the business breakfast of the regional Chamber of Commerce and Industry.

At the initiative of the President of the Regional Chamber of Commerce Igor Kuimov, the Moscow Region businessmen and members of the Chamber met in an informal setting with the Vice-Governor - Head of the Administration of the Moscow Region Governor Mikhail Kuznetsov, Deputy Prime Minister Vadim Khromov, and Minister of Investments and Innovations Mikhail Ahn and his deputy Nadezhda Karisalova. The main topic of discussion was the support and development of regional entrepreneurship, as well as attracting investment and the creation of new working places.

On February 20, Russian President Vladimir Putin made an annual appeal to the Federal Assembly. The head of state called the improvement of the business climate and the quality of national jurisdiction one of the priority issues of domestic policy.

Among the main issues raised in the speech of the head of state were creation of the most comfortable conditions for investment in high-tech start-ups, changing the criteria for criminal prosecution of businesses and approaches in investigating economic crimes, the termination of the old regulatory acts in control and supervisory activities. In addition, according to the president, there is a need to create a digital platform where businessmen will be able inform about the harassment of their business.

- I agree with our President that legal regulation of business activities must follow modern requirements. Business can't stand still, it must constantly evolve. Obviously, stagnation is the path to decline. Legislation and law enforcement practice should be improved and developed along with the business. At the same time, to develop is not equal to become complicated. Our country has been seriously challenged. And the economy plays a huge role in society. Without a strong economy, victories in the foreign policy arena are impossible. The main fortune of Russia is not natural resources, but people, including businessmen, - the business Moscow ombudsman Vladimir Golovnev commented.

- Vladimir Vladimirovich stressed that it is necessary to get rid of everything that limits the freedom and initiative of private business. I am glad to see that the authorities in the Moscow region share this point of view. For five years already being in the position of Commissioner for the Protection of the Rights of Entrepreneurs in the Moscow Region, I see how the Governor and the Government are interested in the development of small and medium businesses, - the Commissioner emphasized.

On February 21, business ombudsman Vladimir Golovnev made an annual report for the sixth time already in the Moscow Regional Duma on the annual results of the activities of his organization for 2018. The document contains analysis of the state of affairs in the field of compliance and protection of the rights and legitimate interests of entrepreneurs of the Moscow Region.

In his speech, the Commissioner voiced the main topic of complaints received from businessmen. These are, as before, land and property disputes, the refusal to pay for municipal contracts, complaints about the activities of control and supervisory bodies, tax service employees and administrative barriers expressed in unlawful refusals to approve, illegal requirements for obtaining permits. As in the past year, a large number of appeals contain complaints about the actions of law enforcement agencies: this is the refusal to initiate criminal cases, delaying the investigation, unlawful criminal prosecution, violation of legislation on operational-search activities.

In total, over 5 years of the organization’s work, over 6 thousand complaints of entrepreneurs were considered. Last year alone, 1642 hits were reviewed.

The share of complaints against local regional authorities has significantly decreased. Entrepreneurs usually challenge decisions and actions of federal and municipal officials.

Vladimir Golovnev noted the merit of the Governor and relevant ministries who are interested in developing a favorable business climate in the Moscow region. First of all, it is the Ministry of Consumer Market and Services, the Ministry of Investments and Innovations, which last year acted as the most reliable allies of the Commissioner in the protection of the rights and legitimate interests of businessmen of Moscow Region.

In addition to the report on the work done, the report of the Commissioner contained proposals for amending the current legislation, including federal legislation.

- I have no doubt that Igor Yuryevich Bryntsalov and the deputies of the Moscow Regional Duma will support my initiatives, since our goals are the same. Developing the economy and protecting the legitimate interests of business is one of the tasks  assigned to us by Russian President Vladimir Putin and Regional Governor Andrey  Vorobiev, said Vladimir Golovnev.
