Vladimir Golovnev helped a Kaluga businessman to get paid under a contract
Non-payment or improper payment of state and municipal contracts is a common problem. Businessmen rigorously fulfill their part of the contract, deliver goods, provide work or services, but many of them fail when it comes to receiving their payment on time.
Same happened to a Kaluga businessman. Player LLC is registered as a small business entity which supplies computer equipment. In July 2018 Player signed a contract with a school located near Moscow. Fifteen monoblocks were delivered on time, but the school in the Podolsk city district delayed the payment.
For six months the businessman tried to achieve a mutual settlement without success. At the end of January 2019, in the interests of the businessman, his colleague, the Commissioner for the Protection of the Rights of Entrepreneurs in the Kaluga Region, addressed to the business ombudsman near Moscow Vladimir Golovnev.
Having studied the applicant's arguments, Vladimir Golovnev forwarded the appeal materials to the Main Control Department of the Moscow Region to make an inspection, As a result of the inspection an administrative proceeding was initiated under Part 1 of Art. 7.32.5 of the Code of Administrative Offenses of the Russian Federation.
Two weeks later the educational institution found funds to pay the debt which was paid to the businessman in full.
