On March 26, the Moscow Region Ombudsman Vladimir Golovnev held a personal reception for entrepreneurs.
Over the past five years, dozens of complaints had been considered during similar receptions, most of which were resolved in favor of the business.
Four businessmen applied for protection of their rights and legitimate interests. Their cases can be considered as difficult and require detailed study. They include criminal prosecution, land and property disputes between businessmen and municipal authorities, and the implementation of customs legislation.
- Government bodies should be closer to people. The investment climate is not expressed in numbers in the reports. Behind each case is a live person who is currently in trouble. Following the example of the Governor and Moscow Region Government members, I am also trying first of all to communicate with businessmen, while working with complaints. In the conversation, you can reveal some significant details that the applicant forgot to state in the letter. And these additions can play an important role in resolving the applicant’s issue, - Golovnev commented.
It should be recalled that in 2018 the Ombudsman for the Protection of the Rights of Entrepreneurs received 1,642 appeals in total.
On March 27, in the regional Government House, Deputy Chairman of the Moscow Region Government Vadim Khromov held a meeting with businessmen. Representatives of the Regional Commissioner for the Protection of the Rights of Entrepreneurs also took part in the event.
The meeting addressed appeals related to land and property issues, obtaining permits, business development and participation in various support programs. Among those present at the meeting were the applicants who applied for the protection of their rights and legitimate interests to the Moscow business ombudsman.
- Authorities’ openness and focus on results are very important in creating a favorable business climate in the Moscow region.
In particular, the questions of the transition of businessmen engaged in passenger transportation to online ticket offices and the compatibility of new checkouts with Strelka transport cards remain open. The Ministry of Transport has been tasked to work on this issue. But time is running out. Therefore, today, on my initiative, the regional tax service will hold a working meeting with all interested parties, within which the nuances of this topic will be considered, ”said Vladimir Golovnev, the Commissioner for the Protection of the Rights of Entrepreneurs.
On March 27, the Federal Tax Service for the Moscow Region held a working meeting with a representative of the Commissioner for the Protection of the Rights of Entrepreneurs in the Moscow Region on a number of issues. First of all, they discussed the topic of how carriers should organize passengers‘ payments by the Strelka card with the introduction of online cash desks.
- At the moment there is no ready solution, however, both the Federal Tax Service and the Ministry of Transport of the Moscow Region have an understanding that the issue needs to be resolved before the new rules come into force. During the next two weeks we will meet with experts in this field and will try to develop certain instructions and ways out of this situation. I am sure that we will succeed! - commented on the meeting Vladimir Golovnev.
The Business Ombudsman also noted that the regional business has many questions on the professional income tax calculation and the third stage of the introduction of the cash register equipment.
- Together with colleagues from the Tax Service, we decided to prepare and hold seminars on these topics for businessmen with the support of the Moscow Regional Duma. We are still discussing certain date and time and working on some issues. Therefore, you can write which topics you would like to clarify and voice, and what existing problems you are facing, - Golovnev addressed to businessmen.
On March 28, the prosecutor's office of the Moscow Region held the Public Council meeting on the issue of unlawful interference of law enforcement bodies in the businessmen activities. The discussion was attended by representatives of the Ministry of Internal Affairs Regional Department, business associations and the Commissioner for the Protection of the Rights of Entrepreneurs in the Moscow Region.
Business Ombudsman Vladimir Golovnev said that, according to statistics, about a quarter of all complaints received by the Ombudsman’s Office are related to the Police activities: namely, complaints about the unreasonable refusal to initiate a criminal case or initiation of a criminal case in the absence of a crime, unlawful seizure of property and documentation in the framework of investigations. And this is not a full list of all violations. As a result of such actions, business activity is significantly reduced or stops completely.
