Expert commision to set up for protection of business
On April 2, a working meeting was held between the Commissioner for the Protection of the Rights of Entrepreneurs in the Moscow Region, Vladimir Golovnyov, and a public assistant to the business ombudsman, Elena Livanskaya, on the establishment of an expert commission on rule-making.
- In February, with colleagues from the chamber of Lawyers of the Moscow region, we discussed the creation of a collegial body at the Institute of the Commissioner, and today we have adopted a Regulation on the expert Commission on norm-setting, which will be headed by my public assistant Elena Livanskaya, - said Golovnev.
- What is the Commission for? First, it is a unique project, which has no analogues in other regions. We are often pioneers, an example for other subjects. Therefore, the expert Commission has high expectations. The work of the Commission should contribute to the transformation of desires, proposals and recommendations of business into draft regulations. Secondly, the Commission consists of persons with the necessary knowledge in law and protection of business rights. Its main purpose is to assist the Commissioner in the assessment of regulatory and actual impact, as well as in the preparation of draft NPA. In addition, the Commission is able to act autonomously. This is not only a "forge of projects". This is a full-fledged structure that can independently find gaps and inconsistencies in business legislation and issue proposals for their solution. I am sure that with such professionals as Elena, we will succeed!
On April 2, a working meeting was held in the office of the Commissioner for the Protection of the Rights of Entrepreneurs in the Moscow Region on the readiness of the transport industry in the region to switch to a new procedure for applying cash registers.
Under the chairmanship of business ombudsman Vladimir Golovnyov, the meeting participants discussed the current situation in the region. The Commissioner spoke about the concerns of regional carriers. According to the Federal Law of 03.07.2018 No. 192-FZ, from July 1, 2019, drivers selling tickets in the salons of vehicles will be required to use cash registers and issue a cash receipt to the buyer. Such manipulations not only carry an additional financial burden on the business, but also increase the stopping time of vehicles at passenger landing sites, which will lead to a decrease in road safety.
- The topic is not fully developed; there are no ready-made solutions that the business could use from July 1. The departments in whose competence the issue lies are concerned and, together with the developers of the Strelka map, are trying to find ways out-Golovnev said after the meeting.
He also noted that the issue remains under control until a consensus is found.
On April 3, a working meeting of the two Commissioners for Moscow and the Moscow region was held. Vladimir Golovnev and Tatiana Mineeva agreed on strategic cooperation.
Business ombudsmen discussed issues of interaction with law enforcement and supervisory authorities, infrastructure of public support of institute of Representatives, system advance of legislative initiatives for improvement of business climate of regions. The agreement on system partnership and realization of a number of joint projects on business promoting was reached.
- The interests of the Moscow and business situated near Moscow are in many respects similar. Problems too. Often Moscow businessmen have branches or rent placements to areas and vice versa. Therefore with Vladimir Golovnyov at us a big field for cooperation, - Tatyana Mineeva said.
- We have a set of a common ground. Working partnership between Representatives of the Moscow region and Moscow will help us more reliably and more effectively to protect the rights and legitimate interests of enterprise community of our regions, - Vladimir Golovnyov said in return.
