Vladimir Golovnev to solve conflict in Balashikha distrcit
The director of an advertising and production company, in order to protect his rights, complained to the regional business ombudsman about repeated unreasonable and unlawful refusals of the Balashikha city district administration to provide municipal services and coordinate the placement of information billboard on the facade of the building.
Having worked in the district for more than 7 years, the businessman has never faced such difficulties before. As the applicant indicated in her appeal, the problems began two years ago: “I consider the actions of the advertising department as malicious sabotage, interfering with business activities that create administrative barriers,” is indicated in the text.
From the information and documents provided by the head of the company, as well as analysis of the Balashikha city district legal acts requirements, the Commissioner concluded that when the Administration provides municipal services, requirements are established that are not based on the norms of the Russian legislation and the administrative regulations on the provision of municipal services. These actions could lead to unreasonable obstruction of business activities by an economic entity.
Based on the results of the complaint consideration, The Commissioner sent a letter to the Moscow Region Prosecutor's Office, containing materials indicating violations of the rights of the entrepreneur committed by the Administration.
The regional and city prosecutor's offices accepted the arguments of the regional business ombudsman and made the Administration a submission, and persons responsible for violations were brought to disciplinary responsibility.
