Vladimir Golovnev helped an entrepreneur to get half a million debts
“No money in the budget”- is a highly doubtful reason for officials letting pre-existing municipal contracts and agreements be unpaid. But that excuse is often heard among the Moscow region entrepreneurs, as well from the other districts officials.
In June, an individual entrepreneur from Odintsovo complained to the Commissioner for the protection of his rights about the inaction of the administration of the municipal formation “Akhtubinsk City” (Astrakhan Region). Having signed a contract for the supply of road paint and fulfilling all obligations in April, the businessman did not receive timely payment.
The goods were delivered on time, all acts and invoices were signed without any claiming, but there is still no payment even partially. “No money in the budget”-this is the only answer an employer has to all questions, indicated the businessman in his appeal. Meanwhile, the total value of the contract is highly significant –nearly a half-million rubles.
In order to assist the entrepreneur, the Moscow Regional Business Ombudsman Vladimir Golovnev forwarded the application to the Astrakhan Region Prosecutor for further inspection. As a result, the administrative proceedings (part1of article 7.32.5 CAVL of Russian Federation) was issued against persons in charge.
Vladimir Golovnev was informed later of the debt settled in its entirety at the end of July.
