Vladimir Golovnev took personal control of Korolev businessmen concerns
On August 10 the Moscow Regional Business Ombudsman Vladimir Golovnev visited the Korolev urban district to meet with local businesses community representatives. Alexander Hodyrev, who is the District Chief, participated the business conversation with entrepreneurs. He informed of the measures being taken to support business outcome in the municipality and some positive effects of these acts.
Thus in 2018 over thousand workplaces and 204 for the first half of this year were set up. The city economy is currently being formed by 38% of small business enterprises today. It is strategically important to increase the rate up to 40%. In that regard the Governor has set a target of relevant investors being found in order of their further engagement in urban economy.
In 2018, among the first, together with the Skolkovo team of various experts our city defended the new economic strategy. This project is named as "Growth points" - pointed out Alexander Hodyrev in his statement.
Coworking center is one of these points as well as Quantorium, a business incubator, the "My business" center, chaired by Business Ombudsman public assistant Ludmila Kozlova. The Korolev Tekhnopark with its activation and functioning was also the matter of concerns at the meeting.
The picture is mixed and very complexity today: the Tekhnopark residents who have been carrying out their business activities, receive some offers from officials of their status of investors to leaseholders might be changed. This entails inevitably extra financial outlay: the rental charges increasing as well as tax payments.
Faced with this situation, the potential and actual investors may step back and subsequently refuse to cooperate. That would lead to the Tekhnopark area will be left empty.
Vladimir Golovnev had promised working together with Deputy Prime Minister Vadim Hromov and District Chief Alexander Hodyrev to find a practical solution on this issue.
Participation of business in government procurement was another subject to discuss at the meeting. It is hard to win the contract bid for good legitimate business, therefore the current 44 Federal Act should be amended. It is likely, that such cases will be repeated again since the lowest price is the basic criterion for officials.
A separate issue that is required attention at the meeting was an integration into trade networks. Many times they set out a lot of impossible terms for municipal manufacturers to prevent them of their products to be sold.
The businessmen offered to limit chain stores work time on the weekends to enable the entrepreneurs building up and developing their small business.
The businessmen also asked the Commissioner for help in getting subsidies in purchasing of not a new equipment, but only that one, which was not sold in time and due to that fact become outdated when new machines had been issued. This includes the equipment remain in warehouses not more than three years.
The Commissioner for the Protection of Entrepreneurs' Rights in the Moscow Region, Vladimir Golovnev assured that together with the Ministry of Investment and Innovation would consider options of including the stockpile in rates reimbursement regional programs.
