The Pavlovskiy Posad idustrialists met with the Regional Business Ombudsman Vladimir Golovnev.
The Commissioner for the Protection of the Entrepreneur's Rights in the Moscow Region Vladimir Golovnev made a working visit to the Pavlovskiy Posad urban district. Within the framework of this visit he attended the oldest city textile factory and met with the heads of the industrial enterprises.
The Pavlovoposadskiy Kamvolshchik whose operational history descends down to 155 years, is known for its textile fabric. The factory is inextricably linked to military personnel due to historical context. The fabrics for Soviet Army uniforms were produced on the plant during the Second World War. And these days it is a leading supplier of equipment for Ministry of Defence , Ministry of Internal Affairs, General Prosecutor's Office, Ministry of Justice, State Customs Committee and other departments.
Using modern facilities for current production capacity, the plant is applying domestic and foreign raw materials in its manufacturing.
New techniques of wool textile is being developed and improved at the plant. More than 400 people from Pavlov Posad are provided with jobs so far.
Having provided on the one enterprise work and concerns, Vladimir Golovnev met with others manufacturers by participating at the Pavlovskiy Posad urban district board meeting. The district chief Oleg Sokovikov and the Chief of the Moscow Region Chamber of Commerce and Industry Igor Kuimov also took part in the workshop.
The participants discussed the current rules of the sanitary protection zones setting as well as a complex interaction of the entrepreneurs and naturals monopolies. Equally the issue of regulators activity and reviews were raised at the meeting.
In particular, the businessmen reffered to the offences committed being disproportional to the fine amount. If the violation identified for the first time, the entrepreneurs were given an official warning according the CAVL rules, but in fact, it turns out differently - noted the Commissioner. The Ministry of Energy proposes to oblige consumers to cover reserves unused in the case of actual level of their capacity less than 60% of maximum power monthly. Just those users should pay for unspent reserve. This initiative is under active consideration at present. Thus, if the situation remains unchanged in the current outlays period, and the consumers still have small quantity of consumption and didn't neither redistribute nor renounce reserves available for the benefit of other users, service charges for power transmission increases for such consumers by a certain percentage of the reserve value.
This extra financial burden is greatly aggravates the domestic business position. The entrepreneurs are very concerned by this fact and asked for necessary clarifications. This situation is under control now with further awareness required. - Vladimir Golovnev added.
The Head of the Pavlovskiy Posad public reception and the president of the East Chamber of Commerce and Industry Margarita Smirnova described the project "My business" activities in Moscow Region and invited the entrepreneurs to join this program.
