On last Tuesday the Moscow Region Business Ombudsman Vladimir Golovnev held the Expert Council plenary meeting which traditionally took place in the Moscow Regional Duma. The participants summarized the outcomes of the past year and discussed the current region business issues.

Inspections - are the most sensitive and tense area in interaction between business and authorities. Indeed, this has been the subject of intensive discussion among the Council members. The current challenge of administrative burden being reduced is provided in the legislation. Since the end of 2016 year there was a significant supervisory reform claimed - pointed out Vladimir Golovnev in his statement. Nevertheless, the risk - based approach as it is  originally proposed, does not reduce the number of scheduled inspections at all. Thus, the entrepreneurs still very sceptical to the supervisory reform results. Instead of fine imposition the warnings should be used whether any minor offense is made for the first time.            Consequently, the Index "regulatory pressure of 2019" was made by the Presidential Commissioner for the Protection of the Entrepreneur's Rights. It became an independent part of the Annual Report of B. U. Titov to the President of Russian Federation. Six regulators were included in this Index which take up over 90% of monitoring activities: Rospotrebnadzor, Rostechnadzor, Rosprirodnadzor, Rosselchoznador, MES, Housing inspection. The weight - limited control was also included in the review. Notably, the situation with the inspections in Moscow Region is not so acute problem today. According to all our statistics - the application's number for this matter is less than 3% this year. The Moscow Region takes 11th place in the Presidential Commissioner  "Index of regulatory pressure", 7th place in the National rating ASI.  This indicates the more loyal attitude to business in Moscow Region than the national average- noted Vladimir Golovnev.

      Some regulators' presentations were heard at the meeting to emphasize the point. The participants agreed, as a result of the conference, to keep a statistic and analytic record and analyze every quater the entrepreneur's appeal to adjust the Moscow Region department's work.
