The regulatory impact assessment (RIA) was evaluated in Moscow Region.
The third All-Russian Forum of regulatory impact assessment "The regulatory policy innovative mechanisms" was held at park-hotel "Solnechny" in Solnechnogorsk urban district. Over 37 Russian representatives from various regions attended different modules to discuss modern methods and approaches. The participants shared their experiences and presented quality ratings of RIA in Moscow region (all municipalities) in 2019.
The representatives of Moscow Region Business Ombudsman Vladimir Golovnev and leaders of region business associations also participated this Forum.
According to Vladimir Sleptsov, who is the head of Solnechnogorsk and the head of the host party at the same time, "regulatory impact assessment (...) is now well established and an integral part of preparation of normative legal acts".
A more contemporary approach suggests to work strongly in businessmen favour and makes it possible to improve the quality of governance. This is a major factor for the prosperity and economic development of Solnechnogorsk urban district. The figures confirm that: over 1500 of small and medium sized entrepreneurs were set up in urban district this year, 2340 jobs have been created - noted Sleptsov.
We are actively working in this direction. Thus, an expert commission was set up in April 2019 for the law-making, it was composed of actual lawyers of Moscow and Moscow Region - said the Business Ombudsman Vladimir Golovnev. He also pointed out that 55 documents were considered: 24 regulations projects were created in the RIA framework, 2 - in the context of actual impact, 7-in regulations expert reports, 21- within consideration of draft federal law in Moscow Region favor, 1-of municipal act projects.
Following the results of document's consideration, 23 projects were supported, whereas additional comments were sent for 12 legislative acts and 5 projects of federal law received negative conclusions.
