On the 15th January 2020 the Moscow Region Business Ombudsman Vladimir Golovnev held a workshop in his reception. The top line of this meeting was establishment of an expert committee for protection the rights of entrepreneurs in criminal proceedings.

The meeting was attended by the Head of Moscow Regional Mediation Center Mariya Svetlova, a member of Moscow Regional Chamber of Advocates, the vice president of Moscow Chamber of Advocates "SED LEX" , the chairman of Russian Union of young attorneys Alexandra Zvetkova, a lawyer Pavel Dmitrienko, heads of Commissioner's public receptions in Moscow Region municipality.

    The main purpose this committee to be found is protection of the rights of entrepreneurs being under authority's unlawful actions in the context of criminal proceedings.

    A similar expert committee has already been established under the norm-setting Ombudsman and is functioning effectively, according to Vladimir Golovnev.

The number of incoming appeals from businessmen about law-enforcement authorities wrongdoing is close to 27% during 2017-2019 years.

With a professional support of our colleagues in such labor - intensive process, this would ensure that each case is handled consistently indeed.

    Having include the region legal community to this work, we can increase significantly the efficiency in the consideration of appeals -stated the Moscow Region Business Ombudsman Vladimir Golovnev during the meeting.

There are no legal mechanisms of state protection of the entrepreneur's rights in criminal proceedings at the entity level so far.

    In addition to traditional, such as human rights, methodical, informational and representative functions of Committee, there are other important challenges.  Humanitarian and normative missions are carried out for instance. And among other things, the legal act projects, governing criminal procedure need to be prepared and expertised to present to the legislature later. - added Vladimir Golovnev.
