On 29 January 2020 the Moscow Region Governor Andrey Vorobyov delivered an address to the Moscow Region inhabitants. This event took place in Moscow Region Government House in Krasnogorsk urban district. The Head of Moscow Region summarized the results of the regional government's work as well as announced immediate priorities and perspectives for 2020 and for the nearest future.

The ceremony was attended by members of the Moscow Region Government, representatives of the Federation Council of the Federal Assembly of the Russian Federation, the deputies of the State and Moscow Region Duma, the Russian Heroes, the veterans of the Great Patriotic War, heads of local municipal governments, law-enforcement authorities. The religious confession's heads, social activists, the representatives of business community, artists, scientists, intellectuals, figures of education, sport and health care, local media leaders, honorary regional citizens also participated this meeting.

    In view of the President of Russian Federation Vladimir Putin's 2020 Message to the Federal Assembly, the implementation of the tasks assigned is the main theme of the Annual Appeal of the Moscow Region Governor. With appropriate social responsibility, the sustained economic growth is priority matter that would attract investments to the region equally with job creation, development of health, culture, sport and education programms, improved transport infrastructure and municipal services, residential construction, ecology issues and other sectors.

    The region authorities do their best in responding the wishes and requires of the region's residents, as Andrey Vorobyov noted at the beginning of his statement.      Have their voices heard, mean take responsibility for every decision you make, build culture relations, that is how the authorities intended to act for positive progress and various people's problem to be solved.

    In addition, continued progress in creating an enabling investment and providing a business - friendly environment in region remain significant challenges so far.

    According to Andrey Vorobyov, the Moscow Region is one of the leaders in small and medium business development. For this purpose there is a set of measures for business being supported at the federal and regional level. It would compensate for a part of either business establishment or modernization costs for one thing, most of resources come in the form of concessional programmes of project and leasing funding. The region Wed (foreign trade activities) is actively working to support the export promotion through the region.

    In addition, 12 offices "My business" were opened in region in 2019 year, that operate in "a one window" format, which minimizes any administrative obstacles for entrepreneurs. Other centers are scheduled to be set up in each urban district later.

    -A special business protection and support center, which opens on 1st February this year in Moscow Region, with one telephone number available : 0150- noted the Moscow Region Governor Andrey Vorobyov. Everyone to have difficulties, either to want to start a business may apply to this center for the support. 

    The Governor specified that the Moscow Region Investment and Innovation Ministry will assist in each particular case. 

    By the end of last year, budget revenues of Moscow Region grew up to 740 milliard rubles and is likely to increase up to 800 milliard rubles next year- pointed out Andrey Vorobyov. 

    -The Moscow Region is considered the second-highest economy in the country. Our local budget received an additional 70 milliard rubles and thus increase profitability over 740 milliard rubles in total, and now the challenge is to reach the target of 800 milliard rubles in 2020 year-noted Andrey Vorobyov. He added that the future development of the region depends on the Gross Regional Product (GRP) and also indicates two main economy issues of the Moscow Region for 2020 year: first of all, the real incomes to be increased, and the second one is economic growth in the region. Thus, one trillion investment rubles was attracted in local capital during 2019 year - noted Andrey Vorobyov. And this is very good experience in fact, as our region seeks to keep its economic engine running- said the Moscow Region Governor during his Annual Address to regional residents. He pointed out that the Moscow Region consolidation budget volume currently takes the second place in Russian Federation. Although, we are on the 16th place in providing people with their own income at the same time. That only deepened the divide between Moscow and the Moscow Region nearly two and a half times. How we can rise above, that the urgent challenge. It is possible through investment to the region, the Presidential and Federal Government support as well as promotion the adoption digital technologies. Together, these provide either the integration or sharing of information, quick decisions as required, direct links between officials and residents. 

    Having considered the Governor's statement, the Moscow Region Business Ombudsman Vladimir Golovnev indicated that setting up new municipal centers "My business" facilitates any business-related issues. 

- along with my representatives we receive good reviews indeed from entrepreneurs every week.  Not only consultations but special legal assistance is available for entrepreneurs in "one window" center.  12 centers are now functioning in Moscow Region, and scheduled to be set up in every municipality, as Andrey Vorobyov, the Moscow Region Governor mentioned on 29 January 2020 in his Annual Address to regional residents. Sure, this is really necessary and important for the region with the business - friendly environment to be provided if work together. 

    To date, however, 35 public receptions of the Moscow Region Business Ombudsman operate through 48 urban district. Over 1939 various appeals from businessmen were received last year. Most of the complaints (nearly 77%) came from public receptions exactly. As a result of the review, we managed to keep up to 300 jobs in Moscow Region as well as debt repayment under municipal contracts was set up in favor of business in total amount of 35,5 million rubles. 

    Through coordinated work with Moscow Region Procuracy, 18 refusals to initiate proceedings have been cancelled, we have achieved 32 legal violations being eliminated. Three criminal cases were sent back for further investigation, 9 appeals were overcome of slowness in proceeding. The preventive measure was changed for two entrepreneurs with my intervention in the case, some of the businessmen got back their properties, seized earlier for nearly 5 million rubles in total amount. Two complainants were supported by free assistance of a lawyer - said the Moscow Region Business Ombudsman Vladimir Golovnev.
