A Moscow Region major taxpayer and employer escaped serious financial loss after an intervention of the Moscow Region Business Ombudsman Vladimir Golovnev.
The owner of the biggest Moscow Region pet foods factory applied to the Business Ombudsman against the Central Interregional Office of the State Road Supervision in Transport (Central IOSRST). This complaint concerned extension of the time limits for the requirement of the speed - transition lanes shell be made (plant exit), which are connected to the federal highway A-107, " the Moscow small ring" .
The plant did considerably work on the contract subject at the same time the Central order required to remove the Custom Union and State standards technical regulation's violation. Including most part of various permit documentation, the necessary agreements have been concluded as well as project and cadastral works are planned under contracts, let alone the funds for the construction have been committed.

The prescription's extension, upon request of plant management for two months, certainly did not help the matter. Due to circumstances beyond the plant's management control as having critical mistakes in technical specifications first received, the plant was unable to fulfill requirements and get work done in time.
Obviously, the supervisory authorities did not take into account various contraction difficulties for plant, when getting any permission. And besides, nearly unworkable time limits were set up. The threat of connected exits elimination means the breakes in production for the plant, failure in supplies under the contracts and significant losses ultimately. The successful plant nearly faced ruin and liquidation, currently being the major taxpayer in Moscow Region.
There is another very important factor: the plant provides with jobs over 120 residents in the area - pointed out Vladimir Golovnev, having considered the appeal.
The Central IOSRST renewed the prescription up to 12 months in total at the request of the Moscow Region Commissioner for the Protection of the Entrepreneur's Rights Vladimir Golovnev. As a result of this, the exits off the road construction completed successfully till the end of 2019 year with all technical requirements.
