For the Prime Minister of Russian Federation assignment purposes, the Head of Moscow Region Andrey Vorobyov requested the central executive authorities of Moscow Region to organize and provide the regional state control of any inspections appointed by the May 1st of 2020 year. 

An exceptional unannounced inspection shell be performed in a case of any life and health hazard or emergency situations of natural or technological disaster, including inspections that provide for authorization to be issued. 

    According to the Governor's decision from 19.03.20 year, the Gosstroynadzor of Russian Federation should develop a mechanism of reduction the number of inspections in accordance with the specificities of the Russian Federation Town Planning Code and the 214 Federal Law from 30.12.2004 year. 

    The heads of urban districts were also recommended to suspend any checks up to the May 1st of 2020 year, except for the emergency and state - sanctioned checks. 

    "The central executive authorities of Moscow Region, authorized to conduct state supervision, do freeze inspections up to the May 1st of 2020 year that related to the 294 Russian Federation Federal Law from 26.12.2008 year " On the protection of entities and individual entrepreneurs rights for maintaining state control  (supervision) and municipal control ", except for unannounced inspections, based on life and health hazard or emergency situations of natural or technological disaster, other inspections with authorization for licensing, permitting, accreditation." - described in document.

    The Regulation came into effect on March 19th 2020, since the signing by the Moscow Region Head and shall be published on Moscow Region Government web portal and on the official portal of Legal Resources www.pravo.gov.ru.
