The Moscow Region Business Ombudsman Vladimir Golovnev, along with his public reception heads, discussed most topical issues of cooperation with regional business community
The Moscow Region Commissioner for the Protection of the Entrepreneur's Rights Vladimir Golovnev held an online workshop with the heads of public receptions. The issues related to the practical implementation of federal and regional measures for business supporting were discussed at the meeting.
Vladimir Golovnev started the meeting with his opening address. According to his words, the Moscow Region (Moscow and its region) is in the middle of struggle against the Coronavirus today.
"We all know of small and medium business has faced difficulties these days, cause of current restrictions measures that aim to avoid the Coronavirus pandemic proliferation far more.
Our challenge now is to follow the innovations, timely inform the entrepreneurs either of restrictions to be obligated or the federal and regional supporting measures. The main task is to continue assisting businesses with all the information, practical and methodical help". - said The Moscow Region Business Ombudsman Vladimir Golovnev, while opening the workshop with his representatives in Moscow Region municipalities.
The Commissioner also informed of basic federal and regional supporting measures in Moscow Region, including subsidies and allowance for entrepreneurs.
"By May 12th 2020, the Moscow Region Government would set up extra measures for business support, that will include proposals we have developed during our work with entrepreneurs this month."- informed Vladimir Golovnev.
The Commissioner representatives reports were heard and discussed during the workshop as follows : Krasnogorsk, Dubna, Mojaiskiy, Electrostal, Korolev, Zhukovsky and Ramenskiy urban districts. In particular, the issues related to the cargo delivery within Russian Federation territory and a transit through Moscow Region; solid waste removal and recycling fee; work on additions to the list of non-food economic sectors suffered most due to the COVID-19 proliferation.
A mechanism of interest - free loan for salary payments was discussed at the workshop as well as sick payments or jobs preserving, interaction with local authorities about advertisement space for entrepreneurs on favourable terms. Also was discussed the subject of Commissioner's public receptions interaction with local authorities, regulators and security forces.
During the discussion, Vladimir Golovnev had noted the importance to continue held the online conferences on municipal level with participation of tax service, local authority, law-enforcement forces and other related organizations.
The Business Ombudsman also reminded of need for collaboration with Moscow Region Mediation Center for pre-trial settlement any disputes between entrepreneurs and other sides with actions are being appealed against.
"One of problem we faced with, and intend to set up through mediation, is dispute settlement between tenants and lessors. Unfortunately, this issue is more frequently mentioned in business applications. As I would like to remind, according to the 193 Federal Law from 27.07.10 on mediation, this procedure allows to set up all the disputes emerged, based on the freely parties agreement to reach a decision required. In such difficult time we must strive to prevent extra waste of time, energy and money. "- reminded Vladimir Golovnev to all the participants.
At the meeting's conclusion, the Business Ombudsman voiced the number of issues, including monitoring being held in Moscow Region municipalities whether power cuts taking place as a result of economic entities dispute.
A need for a such assignment had arisen as a result of workshop of regional business ombudsmen that was held by Boris Titov, the Presidential Commissioner for the Protection of the Entrepreneur's Rights on April 30th. Thus, in Vologda region only for one day three appeals were received. The entities do not intend to accumulate the power debt anyway.
To date I have not heard of such precedent in Moscow Region, but this issue definitely demands a control and settlement if required. In this order, we will provide the necessery monitoring by May 6th. "- said Vladimir Golovnev at the end of the meeting.
