The Moscow Region Ministry of Agricultural provided clarifications of grooming salons activity.
The Association of Zoo enterprises (AZE) applied to the Commissioner for the Protection of the Entrepreneur's Rights in the Moscow Region Vladimir Golovnev in guiding the activities of small and medium business providing hygienic pet care services during the pandemic situation.
"Over 35-40% of people keep dogs at home. Unfortunately, the restriction measures of Coronavirus pandemic were set at the springtime, when the wool care of pets is highly important after past winter.
A lack of timely and sensitive wool and dermis care of pets could lead to a fungal infection occurrence even to parasites, that can bring in diseases harmful to human. People with allergy reactions are at risk due to dog grooming absence. It worth noting that animal owners do not attend the sanitation, although the hygienic rules demanded to grooming salons are equal severe as for the animal clinics. In addition, all requirements of Rospotrebnadzor may be met, including a contactless way of pet handover, that is always being used by groomers before.
According to the words of Tatyana Kolchanova, who is a CEO of AZE and had signed the complaint, a Rosselchoznador reference from 01.04.20, based on the World Organization for Animal Health recommendations, clarifies that "there is no evidence of either dogs or cats play a role in the dissemination of COVID-19 pandemic".
"Having considered the arguments of applicant, I have found them reasonable and supported it.
Reportedly, the work of these business enterprises is available, in the terms of all hygiene and sanitary rules observed, in Sankt-Petersburg, Novosibirsk, Tula, Smolensk, Kursk regions and other subjects of Russian Federation. The AZE proposals requested an assistance were forwarded to Moscow Region Government” - informed the Moscow Region Business Ombudsman Vladimir Golovnev.
The Moscow Region Ministry of Agricultural and Food considered the Business Ombudsman's letter in support of AZE appeal and made clarifications required of grooming salons working in the Moscow Region.
