In the framework of inter-departmental situation headquarters on sustainable development of Moscow Region economy, that was held today by the Deputy of the Head of the Moscow Region Goverment Vadim Hromov, the main theme was an  issue of postpone the direct  payments mechanism of social insurance from regional Fund till the July 2020. The Commissioner for the Protection of the Entrepreneur's Rights in the Moscow Region Vladimir Golovnev has initiated this project.

Up to 69 subjects of Russian Federation are participating the pilot project   of social insurance fund "Direct payments". Other 8 regions scheduled to join by July the 1st of 2020.

    All the subjects from Central District but Moscow and Moscow Region are participating. The Moscow Region shifts to direct payments by January 1st of 2021 year.

    "We support efforts to accelerate the process in order to provide real assistance to Moscow Region business in current circumstances". - commented Vladimir Golovnev.

    What the changes proposed mean? To date, the staff member, as for example, taking maternity leave, get the allowance from the entity itself. The management gather the documents required for reimbursement and submitted it to the regional social Fund for repayments. It is pretty long process -it takes a few months since the payment to employee till compensation received.

    "What do we propose: the regional social Fund makes the necessary benefits directly to employees in 10 days strictly, if transfer to an account -  in 2 days." - noted Vladimir Golovnev.

    He also clarified business advantages of this approach : you should never be afraid of social payment frames being violated - it is under Social Fund control. Time resources for benefits calculated are reduced as well as own financial costs with its further reparation. More important it is in entity's bankruptcy.

    It is worth noting that the Moscow Region Social Fund of Russian Federation has already applied this procedure of direct payments for sick lists and for the benefits to persons older than 65 years if they were on quarantine regime, according to 402 Decision of the Government of the Russian Federation from 01.04.20 "On adoption of the provisional rules of sick lists in a case of quarantine to the persons insured of 65 years and older". This confirms technical possibilities for project realization in region.

    The Commissioner's initiative was supported by everyone. At an early date all the documents required will be prepared and forwarded to the Moscow Region Governor, promised Vadim Hromov.
