The Moscow Region entrepreneurs were explained of procedure for challenging the cadastral value of property.
On June 29th of 2020, in the frame of webinar, the Moscow Region Minister of property relations Natalia Adigamova answered the questions of regional business.
The online meeting was dedicated to challenging the cadastral value of regional property. This event was held by Moscow Region Business Ombudsman Vladimir Golovnev and was participated by over 130 representatives of regional business community.
The meeting shared the Moscow Region Minister of property relations Natalia Adigamova, the Moscow Region Deputy Minister of property relations Jury Lavryakov, the head of land management department, of monitoring and cadastral value of property department of Moscow Region Rosreestr Karina Reznik, the Moscow Region entrepreneurs.
During his statement, the Moscow Region Deputy Minister of property, the Chairman of the Commission of cadastral value disputes under the Moscow Region Ministry of property Yuriy Lavryakov emphasised a practice of cadastral value challenging in Moscow Region, as well as clarified the cases of reassessment of cadastral value of property items.
As for his words, since the implementation of amendments to 237 Federal Law from 03.07.16 "On the state cadastral evaluation ", it is possible now to assess more specifically, taking into account an actual status of the property with its value based on standards.
"Since the implementation of all the amendments, we were able to assess over 12 million objects in 2018 year, that is 10% of all property in Moscow Region. It is significant that real estate evaluation ganerates nearly 7% of income to the federal budget at all". - noted Lavryakov.
The Moscow Region Minister of property relations Natalia Adigamova had underlined that entrepreneurs often appeal to the Commission of cadastral value disputes under the Moscow Region Ministry of property.
"Up to 43 thousand of appeals of cadastral value disputes were considered during last 1,5 years. 24% of them were considered by the Commission, 46%- processed through the judicial system. As a result, 23 thousand of objects were decided to recalculate downward. "- said during the statement Natalia Adigamova.
As for her words, first you have to apply to the cadastral evaluation Center for explanation of actual cadastral value with all the criteria observed, and only then make a report of market value of the object for further Commission's consideration.
"Over 420 applications of cadastral value of 2700 objects were considered by the Commission since the beginning of the year. 195 of them with 530 objects were considered by online during self-isolation period. Only 40% of applications had received the positive Commission's decision, the rest remained with comments need to be corrected before to submit it to the Commission again. We conduct such webinars in order to prevent reapplying to the Commission and waste of time. "- noted the Minister.
In the framework of the meeting, Natalia Adigamova answered the most frequently asked questions from entrepreneurs to the department. "In addition we will collect business questions on the subject for further direction to the Moscow Region Ministry of property. No questions left unanswered. The issue of cadastral evaluation is real important as the taxation depends of correct and objective value."- concluded the Commissioner for the Protection of the Entrepreneur's Rights in the Moscow Region Vladimir Golovnev.
