Vladimir Golovnev: "Practice of conducting joint receptions with the Prosecutor's office has repeatedly confirmed its effectiveness".
The Moscow Region Commissioner for the protection of entrepreneurs' rights Vladimir Golovnev and Prosecutor of the Moscow Region Sergey Zabaturin held in Istra a regional businessmen joint reception
During the reception eight complaints about the illegal refusals of municipal authorities, constraction of administrative barriers, illegal criminal prosecution and inaction of power supply organizations were considered.
The goal of joint receptions is to restore violated rights and legal interests of the Moscow Region business.
"Small and medium business can apply for protection against violation of their rights by state and local authorities or can report about the facts of corruption, unreasonable interference in business activities, construction of various types of administrative barriers, as well as other facts of violation of the law", – Vladimir Golovnev said. He also noted that business had become more conscience today.
"For more effective consideration of complaints, in 2015 we signed an agreement with the Prosecutor's office of the Moscow Region. Under this agreement we quarterly hold joint receptions. Over the last six years we organized 17 receptions, including the one in Istra district which is the eighteenth. 123 complaints from the Moscow Region' s businessmen were considered. The effectiveness of such events is about 70%. Unfortunately, the facts presented by entrepreneurs don't always find confirmation or work on appeals continues, " - the business ombudsman said.
As an example Golovnev cited one case. One entrepreneur appealed with a complaint of criminal charges on fraud, his bank accounts were arrested and the company's activity was completely paralyzed. He came to one of this joint receptions with the Prosecutor's office. Having considered his arguments, the Prosecutor's office took control under his issue. Just a month later the criminal case against the entrepreneur was closed for lack of evidence of a crime.
"This practice has repeatedly proved its effectiveness. Therefore, we will continue working together with the Prosecutor's office", – the Commissioner summarized.
