In the zone of moderate growth: experts discussed the indicators of the SME growth index in the Moscow Region
On November 24th, a round table in the videoconferencing mode was held on the topic "The SME Growth Index - a New Tool for Increasing the Efficiency of State Policy", during which the indicators of the Moscow Region for the third quarter of 2020 were discussed.
The participants of the event made suggestions for improving the methodology for calculating the SME Growth Index (small and medium-sized enterprises). Proposals related to regional and sectoral indicators.
At the end of the third quarter of 2020 year, the Moscow Region showed "moderate growth".
This study was conducted by the Institute of the Economics of Growth named after Stolypyn together with the Institute of the Presidential Commissioner for the Protection of the Rights of Entrepreneurs and Sberbank in all regions of the country. This was announced by the Moscow Region Business Ombudsman Vladimir Golovnev.
According to Vladimir Golovnev, who opened the round table, this research tool can become the main analytical index, that allows quickly and accurately predict the development of the SME sector in regions and by industry, as well as to monitor the effectiveness of both individual support measures and the entire state policy in terms of the development of SMEs in general.
“In addition, the SME Growth Index will complement the classic research system and allow making responsible decisions in the field of monetary, fiscal, tariff, regulatory, territorial and sectoral policy,” said Vladimir Golovnev.
“According to the results of the third quarter, the Moscow Region took the 1st place in its group, which includes Moscow and St. Petersburg. For a correct assessment of the dynamics all the Russian Federation subjects are divided into 4 groups according to the number of SMEs. The Moscow Region entered the group of leading regions in terms of the number of SMEs, this is the so-called 1st group, where subjects with more than 300 thousand SMEs are represented. Compared to the index for the second quarter, the value of indicators for revenue per 1 SME increased by 19.2 points, the wage fund (payroll) per 1 employed - by 5.4 points, and the number of employees by 1.8 points, " informed Vladimir Golovnev, the Commissioner for the Protection of the Entrepreneur's Rights in the Moscow Region.
Head of the Expert Center under the Presidential Commissioner for the Protection of Entrepreneurs' Rights, Director of the Institute for the Economy of Growth Anastasia Alekhnovich presented the SME growth index for the third quarter of 2020 year in the Moscow Region and in the country as a whole.
“We know that the Moscow Region is very attentive to SMEs. Despite the difficult economic situation in which not only our country finds itself, the Moscow Region has successfully implemented both federal and regional support measures. Thanks to this, the Moscow Region managed to maintain positive dynamics. This positive trend in the sector was created by the implementation of the main package of measures to support SMEs in the third quarter of 2020. We look forward to a professional and frank dialogue with regional experts. The main task of this meeting is to improve the methodology”, Anastasia Alekhnovich said during her speech.
We would remind that in this study, 85 Russian regions are divided into four groups by the number of SMEs; the regions are compared with each other within the groups. The largest is the fourth group of regions, in which up to 40 thousand such enterprises operate, includes 38 subjects. In 23 regions there are from 40 to 67 thousand, in the second group there are 21 regions, there are from 67 to 300 thousand SMEs. The smallest first group, with over 300 thousand SMEs, includes Moscow, the Moscow region and St. Petersburg.
Deputy Minister of Investment, Industry and Science of the Moscow Region Nadezhda Karisalova, Deputy Minister of Agriculture and Food of the Moscow Region Kirill Grigoriev and Chairman of the Committee of the Moscow Regional Duma on Economy, Entrepreneurship and Investment Policy Vyacheslav Krymov spoke about measures to support SMEs in the Moscow Region.
The methodology was also discussed by Prosecutor of the Moscow Region Sergey Zabaturin, Executive Director of the GR and Special Projects Department Yuri Dmitriev, President of the Union "Chamber of Commerce and Industry of the Moscow Region" Igor Kuimov, Chairman of the Moscow Regional Branch of the All-Russian public organization "Support of Russia" Vladislav Korochkin , Chairman of the Moscow Regional Branch of the All-Russian Public Organization "Business Russia" Sergey Demin, General Director of the Executive Directorate of the Moscow Regional Union of Industrialists and Entrepreneurs (ROR) Vladimir Kozyrev, as well as heads of public reception offices of the Moscow Region Business Ombudsman, who have the most complete information about the state of business climate in the municipalities of the Moscow Region.
