The Moscow Region Business Ombudsman summed up the work with appeals in the first quarter of 2021 year.
According to Vladimir Golovnov, in comparison with statistics of 2020, in the first quarter of this year there is a decrease in the number of incoming appeals and a change in the dominant topics of complaints.
"In the first three months of 2021, we reviewed 521 appeals. During the same period last year, we looked at about 3 thousand appeals, that is, in a month we were an average of about 1 thousand appeals. In the current year, the average monthly digit of processed appeals -175. I consider it a good sign. This means that life returned to the usual way, to the 2019 indicators preceding a coronavirus infection pandemic. The Moscow region business continues to live and work, but taking into account the lessons made from the pandemic", said Vladimir Golovnev, the Moscow Region Business Ombudsman.
At the same time, according to Golovnev , more than half (51%) of the authors of the appeals are legal entities, 43% individual entrepreneurs, 2% of farms, the remaining 4% - other persons. Of these, 91% of appeals contain specific complaints, 5% - contain questions and 4% are various offers.
As the heads noted, the subject of incoming appeals has changed in 2021 year.
"If during the last 3 years (2018-2020), the main part of the appeals concerned the activities of law enforcement agencies - the annual indicator ranged from 25 to 27% of the total mass, the results of the 1st quarter of 2021 we were pleasantly surprised. The above-mentioned theme went to the background (19%), giving the first place to appeals that are related to the theme of land and property relations (21%), "noted the Commissioner for the protection of entrepreneur's rights in the Moscow Region.
"The top three closes complaints against violations in the field of state procurement - 18%. In fourth place (13.4%) - the topic of taxes, fifth place (6%) - administrative barriers. Then, on a decreasing percentage scale, there are appeals: non-stationary trade (6%), a new topic that appeared in 2020 - abuse of dominant position (RSO) - 4.5%, energy - 3%, housing and communal services - 3%, and supervisory housing and communal services - 3%, advertising - 1.5%, the remaining 1.5% relate to private untypical situations the applicants refer to, "Vladimir said.
In the framework of application consideration in the first quarter of 2021 year, the joint receptions with city prosecutors were held. For 3 months, the applicant meeting took place in the 9 municipalities of the Moscow region, when 22 entrepreneurs were taken. In particular, such joint meetings of entrepreneurs were held in Leninsky urban district, Volokolamsk, Mozhaisk, Domodedovo, Electrostal, Dolgoprudny, Voskresensk, Ruza and Lyubertsy urban districts. All appeals were registered and taken under control by the city prosecutors and Business Commissioners. According to some appeals, detailed explanations are given, the applicants are informed about the stages of consideration. In some cases, meetings of interdepartmental working groups were held, work on appeals continues.
"In the first half of April 2021, the reception of entrepreneurs is scheduled along with the prosecutor of the Moscow Region Sergey Shutyrin," concluded Vladimir Golovnev.
