A group of entrepreneurs from Khimki urban district requested to the Moscow Region Business Ombudsman Vladimir Golovnev for their rights to be protected.

In their statement they asked to deal with the reasons for repeated failures in providing permits for installing advertising structures.

At the beginning of January, a new trading house opened in Khimki urban district.  In order to attract buyers, the owners of the trading house developed the concept of the facade

facilities for posting information and advertising.  This concept was previously agreed with the city administration and did not arouse any complaints from the approval authority.

According to the applicants, in February 2021, the Khimki administration made decisions on refusal to coordinate applications with reference to violations of several points of administrative regulations for the provision of municipal services.  In particular, the administration indicated a discrepancy between the design project (project documentation) architectural and artistic criteria defined by the regulatory documents.  In addition, the administration, argumenting the refusal, pointed out the need to develop a common facade scheme of information design and the scheme of navigation pointers on the territory adjacent to the building.

"According to the entrepreneurs, through the portal of the State Service.ru, applications were aimed at harmonizing with a full package of all necessary documents," clarified regional Business Ombudsman.

In order to deal with the current situation, a request for all documents related to the execution of the specified municipal service was prepared and sent to the city administration.

Having studied the documents received, it turned out: all applications for advertising and navigation signs were filed in accordance with the characteristics approved for this trading house by the city's administration, had an electrical examination and the necessary expert opinions on each design. In the course of the review of technical documentation, they are not any concerns. 

However, when considering electronic applications, the comments began to appear.  And it's not couse of any mistakes in the documentation were made by the entrepreneurs, and in the technical failure of the electronic version of the application of one of the technical conclusions, although the signed and approved original of this document was in the city administration.

"As a result, all misunderstandings were eliminated in a pretrial basis  and  with no use of working group.  The applicants received permits for placing signs, the municipal service was fully provided". - concluded the Moscow Region Business Ombudsman Vladimir Golovnev.
