During the online meeting, which was chaired by the Presidential Commissioner for the Protection of Entrepreneurs' Rights Boris Titov, the most pressing current issues and plans were discussed in the second quarter of this year.

The main speakers at the meeting were Natalya Larionova, Member of the Management Board, State Secretary-Deputy General Director of SME Corporation, Andrey Osipov, the Ombudsman for the Protection of Entrepreneurs 'Rights in the Altay Territory, Advisor to the Presidential Ombudsman for the Protection of Entrepreneurs' Rights Anton Sviridenko, and specially invited participants - President of the Authors' Council of the All-Russian Public Organization "Russian Authors' Society" Igor Butman and Executive Director of the All-Russian Public Organization "Russian Authors' Society" Alexey Korelov.

The Ombudsman for the Protection of the Rights of Entrepreneurs in the Altay Territory Andrey Osipov told the meeting participants about the introduction of mandatory labeling of dairy products using the examples of his region. Other authorized representatives also joined in the discussion of the introduction of mandatory labeling of goods in the entities of the Russian Federation. In particular, regional business ombudsmen spoke about the high financial burdens faced by regional businesses when implementing the labeling system. Some entrepreneurs came up with a proposal to postpone the application of punishments in the implementation of this program for 1 year.

President of the Authors 'Council of the All-Russian public organization "Russian Authors' Society" (RAO) Igor Butman spoke about the procedure for payment of royalties by entrepreneurs. 

A well-known Russian saxophonist is convinced that if a restaurant, a car dealership or any other organization profit, the melody is played and it has an author, the latter must receive royalties for his intellectual property. 

As reported by the regional business ombudsmen, currently employees of RAO and WIPO (All-Russian Intellectual Property Organization), which are state-accredited organizations, are conducting massive raids in order to identify copyright infringements. At the same time, as entrepreneurs note, cases are instantly sent to courts.

“If the rights are violated at the same time for several musical works, the compensation that the entrepreneur will have to pay can be quite impressive. At the same time, the courts cannot reduce the amount of claims, even if the violations are not gross. The amounts of claims can reach 300 and 400 thousand, which is very sensitive for small and micro-businesses, ”said business ombudsman of the Samara region Eduard Kharchenko during the discussion.

According to the executive director of the All-Russian public organization "Russian Authors' Society" Alexei Korelov, the tasks of both organizations are regulated by Article 1242 of the Civil Code of the Russian Federation. When employees of RAO and WIPO come to a public institution with a check, they act within the framework of the law. The ultimate goal of our work is to conclude agreements on the use of intellectual property, ”said Alexey Korelov.

At the end of the discussion on law enforcement practice related to the observance of copyright, it was decided to consider the most difficult cases with the participation of the central Office of the Commissioner under the President of the Russian Federation for the protection of the rights of entrepreneurs. 

At the end of the meeting, Boris Titov provided the floor is given to advisor Anton Sviridenko, who spoke about the main results of work in the current period and the upcoming areas of activity of regional commissioners.

The Federal Business Ombudsman concluded the meeting with the presentation of the newly appointed regional Plenipotentiaries - Vladimir Goldin (Komi Republic) and Alexander Shorygin (Ivanovo Region).
