In the local cafe "Pushkin's Tales" in an informal setting over a cup of tea, a confidential conversation took place, during which questions and problems that usually remain behind the scenes at official meetings were raised.
More than thirty entrepreneurs took part in the business breakfast with the Commissioner . The main issues raised during the conversation concerned land and property, lease relations, the conclusion of state and municipal contracts and subsequent payment for them, the implementation of a number of federal and regional laws.
For example, the director of one of the veterinary clinics complained that currently these institutions are malicious violators. Providing assistance to pets, prescribing "human" drugs for treatment, the effectiveness of which, sometimes, is much higher than similar "animal" medicines, doctors violate the current legislation at their own risk. The fact is that in 2015year a law was passed obliging veterinary clinics, as a medical institution, to obtain a pharmaceutical license for the treatment of animals with medical preparations. And this, as the entrepreneur said, is an expensive pleasure. For example, the cost of registering a certain type of painkiller reaches 10 million rubles and is given for only 2 years. And the cost of the drug at retail does not exceed 100 rubles for 10 tablets. For the veterinary clinic, such expenses are an unbearable burden. There is a way out. There is, among other things, foreign experience. But the decision must be made at the federal level.
"The difficult topics that were voiced during the meeting, we will bring to the Federal Business Ombudsman Boris Titov, and both to the deputies of the State and the Moscow Regional Duma. With their help, we will try to make the necessary changes to the current legislation and solve these issues at a higher level", said Vladimir Golovnev, the Сommissioner for the Protection of the Rights of Entrepreneurs in the Moscow Region.
"Such meetings outside the boardrooms make communication between business and government more open and trusting. Entrepreneurs are bolder and more willing to talk about what they really care about, somewhere they even tell each other what to do in a given situation. Therefore, we will continue this practice.
In addition, this format allows not only to identify current problems, but also to more effectively convey to the business the current requirements of the authorities. For example, now, due to the unfavorable epidemiological situation, entrepreneurs must strictly comply with sanitary standards, vaccinate at least 80% of employees, and it is desirable to transfer employees over 60 years of age to a remote location", underlined Vladimir Golovnev.
