Regional measures to support the Moscow Region business were discussed at the Public Council under the Commissioner for the Protection of the Rights of Entrepreneurs.
The Commissioner for the Protection of the Rights of Entrepreneurs in the Moscow Region Vladimir Golovnev held a meeting of the Public Council dedicated to discussing additional measures proposed by the business community to support small and medium-sized businesses during the coronavirus pandemic.
Representatives of the executive and legislative authorities, leaders of business communities of the Moscow Region, public figures and human rights activists took part in the meeting. As the regional Business Ombudsman noted in his opening speech, a number of fundamental decisions have already been taken at the federal level to support Russian entrepreneurship. This is the allocation of one-time grants for small and medium-sized enterprises and socially-oriented non-profit organizations from among the most affected industries – hotel business, catering, sports, additional education, household services, as well as culture, entertainment and a number of others. The grant amount will be calculated based on one minimum wage for each employee, and will allow, among other things, to ensure the payment of salaries to employees. The total amount of such support will be about 38,5 billion rubles. Business will be able to apply for grants remotely within 1,5 months starting from November the 1st.
The second, but less important measure is the prolongation of the program of preferential lending "FOT 3.0". From November to December 2021, entrepreneurs will be able to get a loan at a rate of 3% per annum. The loan term will be 18 months. The main condition is the preservation of 90% of jobs.
An additional package of regional measures requested by the Moscow Region business, concerning, in particular, compensation for the cost of utility bills in the 4th quarter of this year, exemption from payment of lease payments of SMEs, in respect of which restrictive measures have been introduced, and SONKO, leasing regional and municipal property, reduction of the regional and municipal tax rates for 2021-2022 for affected industries and a number of other proposals are currently being considered by the regional government.
At the same time, in the Moscow Region, programs for subsidizing costs when placing goods on marketplaces have already been extended. Entrepreneurs can compensate up to 500 thousand rubles, but not more than 50% of the total cost of paying for the services of online platforms OZON, Wildberries, AliExpress Russia, Yandex.Food, Avito, Forest Resource.rf, Fair of masters, Yandex.Market, Сhildren's World and Sber MegaMarket. You can apply for a subsidy on the Portal of state and municipal services of the Moscow Region.
