Issues of control and supervisory activities in the Moscow Region were discussed at a round table in the regional prosecutor's office.
The Prosecutor's Office of the Moscow Region held a meeting of the Public Council for the Protection of the Rights of Small and Medium-sized Businesses, with the topic on observance of the rights of entrepreneurs in the current economic situation, the implementation of control and supervisory activities, the provision of support measures.
Representatives of the Prosecutor's Office, the regional Government, the Commissioner for the Protection of the Rights of Entrepreneurs in the Moscow Region and business associations took part in the discussion of topical issues.
"To date, a wide range of federal support measures have been adopted for business. Of the 197 measures included in the plan to stabilize the economic situation, 89 have either been implemented or are in the active stage of implementation. The Moscow Region is also not far behind at the regional level. Important measures have been formed, including concessional loans, interest rate subsidies and the provision of land for import substitution projects. But we should not limit ourselves only to financial mechanisms," commented Vladimir Golovnev, the Commissioner for the Protection of the Rights of Entrepreneurs in the Moscow Region.
"There is a moratorium on scheduled inspections until the end of 2022, but no one has canceled unscheduled verification measures under Federal Law No. 248-FZ.eurs in the Moscow Region.
In the current economic conditions, any visit to the enterprise becomes an additional stress for business. Therefore, taking into account the opinion of business associations of the Moscow Region, we are working closely with control and supervisory agencies. For example, we have agreed with the Department of Rospotrebnadzor that on-site inspections will be carried out only if there is a real risk of damage, in all other cases entrepreneurs will be asked to exercise self-control. Administrative fines should be replaced with warnings, and in cases where this cannot be done, the least severe type of punishment should be applied. Similar work is being carried out with the Department of the Regional Tax Service, and many other state bodies. We will constantly monitor the situation, bring up-to–date information to entrepreneurs and, based on the opinion of the business community, develop additional support measures together with relevant ministries and the Moscow Regional Duma, if necessary", Vladimir Golovnev stressed.
