Standards of municipal solid waste (MSW) under the control of the Moscow Business Ombudsman.
The Committee on property relations, environmental management and ecology of the Moscow Region Duma along with representatives of the Commissioner for the Protection of the Rights of Entrepreneurs in the Moscow Region, the regional ministry of housing and communal services, the ministry of investment, industry and science, regional operators and the business community, held an extended meeting on the standards for the accumulation of solid municipal waste by business entities.
According to the participants of the meeting, the accumulation standards and tariffs for the export of MSW applied to commercial organizations raise questions. For example, in one of the appeals received by the Commissioner, the entrepreneur indicated that the cost of handling MSW in 2022 increased 70 times. "Just a week ago, an individual entrepreneur approached me with a complaint about the actions of the Kashira regional operator, who unilaterally changed the terms of a previously concluded contract, as a result of which the businessman must pay 515 thousand rubles for garbage removal instead of 7,307 rubles. The entrepreneur notes that he does not produce such an amount of waste, so the requirements of the regional operator are not clear and justified. I receive similar complaints not only about Kashirsky, but also Ruzsky and Sergiev Posad regional operators," commented Vladimir Golovnev.
He also noted the systemic problems associated with the abuse of the dominant position of regional operators, when existing contracts for the export of MSW are terminated unilaterally, and unfavorable, bonded conditions are imposed on new ones. In addition, the regional operators refuse to conclude contracts on actual volume of waste- said Vladimir Golovnev.
"Currently, the Prosecutor's office of the Moscow Region is checking the documentation regulating the standards of MSW accumulation. Moreover, following the results of the meeting, the ministry of housing and communal services proposed to create a working group to monitor compliance with the standards, established for organizations with the actual volumes of waste generated. I continue to keep this issue under control," summed up the Moscow Business Ombudsmen Vladimir Golovnev.
