The Prosecutor's Office of the Moscow Region held a meeting with the participation of Deputy Prosecutor of the region Alexander Nobelov, Commissioner for the Protection of the Rights of Entrepreneurs in the Moscow Region Vladimir Golovnev, head of the Rosreestr Department for the Moscow Region Svetlana Zaitseva and executives from the Moscow Region.

It was devoted to the problem of unjustified suspensions of registration actions on the part of Rosreestr employees. Complaints of businessmen from the Moscow Region about illegal suspensions of registration actions by state registrars are systematically received by the Commissioner for the Protection of the Rights of Entrepreneurs in the Moscow Region. In some cases, registrars require changes to the documents provided for registration, and after making these changes and resubmitting, they suspend registration again and demand to change the documents, pointing to the same circumstances that have already been corrected or establishing requirements for documents that contradict the reasons for suspension. There are frequent cases of suspension of consideration of applications with references to technical problems, for example, "the disk is not readable". After several attempts to make changes to the documents, the review period expires and the documents are returned to the applicant.

 "Only in the first quarter of this year, 6 appeals related to refusals of state registration were received. Entrepreneurs have been unable to register ownership of land plots for one and a half to two years, because over and over again they receive new and new instructions to eliminate errors in documents," Vladimir Golovnev noted.

The Business Ombudsman, summing up the meeting, noted that the department's management took control of the comments related to the work of Rosreestr employees, promising to change the approach to reviewing applications. Vladimir Golovnev also proposed to hold a series of events with the participation of specialists of the Department for improving the literacy of cadastral engineers involved in paperwork, including organizing individual consultations of entrepreneurs before sending the relevant papers to the registration authority.

"In the current situation in the country, every minute counts for business. The government of the Moscow Region allocates land for a ruble, business is ready to invest in the economy of the region, creating new jobs. And he is faced with the fact that the registrar notices only one error. What prevents you from checking the documents in their entirety and indicating to the applicant an exhaustive list of shortcomings? The question is rhetorical. Business should be doing business, not paperwork. Therefore, together with our colleagues, we will try to set up this work, minimizing the time spent by entrepreneurs on registration procedures," Vladimir Golovnev concluded.
