Anti-crisis measures will be finalized taking into account the opinion of the Moscow Business Ombudsman.
A visiting meeting of the Moscow Regional Duma Committee on Budget, Financial, Economic Policy, Investment and Entrepreneurship was held in Odintsovo city district with the participation of representatives of the Ministry of Investment, Industry and Science of the Moscow Region, the administration of the Odintsovo city district, the Commissioner for the Protection of the Rights of Entrepreneurs in the Moscow Region, the Expert Council under the Moscow Regional Duma and the business community. The main topic of discussion was measures to increase the stability of the economy in the face of sanctions.
In addition to the existing anti-crisis measures, the participants of the meeting voiced proposals that are under consideration. At the regional and federal levels, in particular, permission to use the patent taxation system (PSN) is being discussed not only for individual entrepreneurs, but also for organizations – legal entities that meet the criteria of SMEs. To increase the criteria establishing the right to apply the PSN, in particular: the average number of employees from 15 to 50 people, the amount of income received from 60 to 150 million rubles.
Also, in order to support micro and small businesses in terms of reducing the tax burden and preventing a return to the practice of "gray" schemes in terms of understating revenue, it is proposed to raise the income threshold for special tax regimes: the simplified taxation system - from 200 to 300 million rubles.
To increase the income level of payers of the "professional income tax" from 2.4 million rubles to 5 million rubles per year. Change the criteria for classifying small and medium-sized businesses in terms of increasing the limits of annual revenue for the purposes of classifying organizations and sole proprietors as small and medium-sized businesses. It is proposed to raise the revenue thresholds per year: for microenterprises up to 240 million rubles per year, for small enterprises – up to 1.6 billion rubles, for medium–sized enterprises - up to 4 billion rubles.
In addition, in order to create favorable conditions for the development of entrepreneurship, to change the system of payment for services of resource-supplying organizations for SMEs in terms of canceling advance payments and introducing actual consumption payments for the previous billing period (month). This measure will allow SMEs to make payments based on actual consumption, not withdraw funds from circulation for a whole month and, accordingly, reduce the financial burden on businesses for the use of energy resources.
"A number of our proposals, announced at the beginning of March, were heard and supported by the regional government. They are currently being discussed with the Ministry of Economic Development, the Ministry of Labor, and the Ministry of Industry and Trade. We continue to monitor the implementation of all support measures, exchange information with the business community of the Moscow Region on a daily basis and make proposals to ministries and departments to adjust current activities," commented Vladimir Golovnev, the Moscow Region Business Ombudsman.
