The problems of the Moscow Region Business were discussed in the regional prosecutors`office.
On the eve of the Entrepreneur's Day, the Prosecutor's office of the Moscow Region held a meeting of the regional prosecutor Sergei Zabaturin with business associations of the Moscow Region.
With the participation of the Regional Commissioner for the Protection of the Rights of Entrepreneurs Vladimir Golovnev, the participants discussed the existing measures to support business, including the effectiveness of the moratorium on inspections, and outlined issues that require detailed study.
So, according to the head of the department for supervision of the observance of the rights of entrepreneurs of the regional prosecutor's office Roman Olkhovka, the number of scheduled inspections has halved this year. Of the 8 818 planned actions by the prosecutor's office, over 4 000 were canceled, and unscheduled ones were carried out strictly in established cases: due to the expiration of the deadline for the execution of previously issued prescriptions, as part of monitoring compliance with legislation on the use of cash registers, during construction, environmental control and control in the field of circulation of medicines.
A significant decrease in the number of inspections is also confirmed by the Commissioner's statistics. For 5 months of the current year, only 6.5% of entrepreneurs' appeals were related to control and supervisory activities.
At the same time, the Moscow Business Ombudsman noted, business complaints about non-fulfillment by customers of obligations under state and municipal contracts still remain in the top five.
"If two or three years ago the debt to entrepreneurs under executed contracts amounted to 2 billion rubles, today, thanks to our coordinated actions with the prosecutor's office, it does not exceed 59 million. In total, since the beginning of this year, the debt in the amount of 240 million rubles has been repaid," Vladimir Golovnev said.
Speaking about the problems of entrepreneurs that have worsened recently, the Commissioner noted violations in the field of organization of transportation. Their number made up a third of all complaints received – 27.3%.
As a result of the discussion, the meeting participants decided to submit this issue for a separate discussion with the involvement of entrepreneurs whose rights have been violated.
