Fifteen hundred appeals were received by the Moscow Region Business Ombudsman in the first half of 2022 year.
The Commissioner for the Protection of the Rights of Entrepreneurs in the Moscow Region Vladimir Golovnev summed up the results of work in the first half of 2022.
According to the Business Ombudsman, about 1500 appeals from regional entrepreneurs have been received in 6 months. At the same time, only 90% were employed. In 10% of cases, the review was refused. The main reasons are the dispute of economic entities, complaints about judicial acts, issues fall within the competence of other bodies.
Individual entrepreneurs and legal entities most often turn to the Commissioner for help – 55.4% and 34%, respectively. Less often – representatives in the interests of the entrepreneur (8.6%), collective appeals (1.7%), peasant farms (0.3%).
In their appeals, entrepreneurs from the Moscow Region focus the attention of the Business Ombudsman on the activities of state bodies of the Moscow Region - 51.8%, territorial bodies of federal executive authorities – 26.3% and local self–government bodies – 18.8%. 3.1% of appeals contain complaints about authorities operating in other subjects of the Russian Federation.
"Almost half of the appeals received to me are related to administrative barriers. For the most part, these are complaints against the Ministry of Transport caused by violations in the organization of transportation. In 2022, they pushed the appeals related to the activities of law enforcement agencies to the second line (12.9%). Third place – violations in the sphere of land and property relations (12.1%). They are followed by the activities of control and supervisory authorities and violations in the field of public procurement - 4.7% and 4.3%, respectively," Vladimir Golovnev said.
He also noted that over the past six months, about 30 events were held with the participation of the business community of the Moscow Region, they took part in court sessions on 11 cases, 3 appeals were considered in pre-trial settlement of disputes.
"Due to the fact that complaints from entrepreneurs related to the discrepancy between the established standards and the actual volume of accumulated solid municipal waste have become more frequent, my representatives and I have joined the interdepartmental working group on monitoring the amount of solid municipal waste generated in the Moscow Region. Currently, along with employees of Housing and Communal Services, measurements are being carried out for certain categories of enterprises," Golovnev said.
