The Moscow Region Business Ombudsman helped the entrepreneur to avoid penalties.
In July, Vladimir Golovnev, the Commissioner for the Protection of the Rights of Entrepreneurs in the Moscow Region, was approached by an entrepreneur who faced the problem of entering data on the Contract Execution Portal of the Unified Automated Procurement Management System of the Moscow Region.
An entrepreneur from Moscow became the winner of an electronic auction in accordance with the procedure established by Federal Law No. 44-FZ dated 05.04.2013 "On the contract system in the field of procurement of goods, works, services for state and municipal needs" for the right to supply educational equipment for the needs of a municipal educational institution from Yegoryevsk.
The corresponding equipment was delivered to the customer on time. The entrepreneur sent the signed bill of lading, the invoice and the act of work performed to the customer by means of PIC EASUZ. However, there were problems with the placement of the last document.
Contacting the technical support of PIC EASUZ with the error issued: "It is necessary to fill in the contractor's code" even after receiving recommendations did not help resolve the situation, after which the entrepreneur turned to the Commissioner.
"Not only can I not get money for the delivered goods under a conscientiously executed contract, but I will soon fall under penalties for delay, and there, perhaps, even in the register of unscrupulous suppliers.
Perhaps this technical problem can be solved elementary by any competent specialist, but, unfortunately, I do not know where and to whom to contact, and there are no free funds," the businessman wrote in his address.
Vladimir Golovnev asked for help from the Main Control Department of the Moscow region. After 3 days, the technical failure was eliminated, and the acceptance document was signed and placed in the PIC of EASUZ.
