The requirements are strict, but fair.
This is how entrepreneurs from the Moscow Region evaluate legislation in the field of control and supervision.
This was shown by a survey conducted on the initiative of the Commissioner for the Protection of the Rights of Entrepreneurs in the Moscow Region, in order to assess the current legislation on control and supervisory activities by the business community.
Almost 400 entrepreneurs from 44 municipalities of the Moscow Region took part in the survey. Most of them were individual entrepreneurs (47.9%) and legal entities (38.9%), the rest of the respondents were self–employed (10.9%) and representatives of peasant farms (2.3%).
The overwhelming majority of the surveyed entrepreneurs believe that the legislation of Russia regulating control and supervisory activities is rather strict (63.1%), some of them assess the measures as extremely strict (17.7%). 16.9% and 2.3% of respondents called the legislation lax and very soft, respectively.
"Analyzing the results, we can assume that such a choice of response is caused more by an emotional perception of the situation than by practical considerations," commented Vladimir Golovnev, the Moscow Region Business Ombudsman.
– Attention is also drawn to the significant high difference in the number of votes between the "polar" answer options. Almost 8 times more respondents consider Russian legislation to be "extremely strict" than "very soft".
The study also found out how entrepreneurs themselves assess their own level of knowledge of legislation.
Almost half of the respondents (49.2%) believe that they are well versed in the legislation on state control and supervision. Another 13.1% of the survey participants believe that they are well versed in this issue.
At the same time, a third (32.6%) noted the lack of their knowledge in this area. A very small percentage (5.1%) admits their ignorance of the law.

The survey showed that the business community of the Moscow Region for the most part considers the current Russian legislation on state control and supervisory activities relatively strict.
At the same time, compliance with its principles by officials of control and supervision bodies is assessed by business representatives quite highly.
"It is also worth noting that, considering the attitude of entrepreneurs to the norms of legislation, it would be wrong to identify the categories of "strictness" and "injustice".
This issue should be considered from the point of view of balancing the interests of business and public interests. Since the law should perform not only a regulatory, but also a protective function," Vladimir Golovnev stressed.
The Commissioner also drew attention to the fact that regional business considers itself well aware of the requirements of legislation, which means that the state policy of legal education of target groups has achieved notable success in this area.
"Informing the population by public authorities about the content of mandatory requirements is an extremely important task that is being successfully implemented in the Moscow Region.
Creating a sense of clarity and distinctness of legislative requirements is the basic principle of the legal education system not only for individual target groups, but also for the population as a whole," the Business Ombudsman concluded.
