Prevention is a priority
The meeting of the interdepartmental working group for the protection of the rights of entrepreneurs within the framework of the Expert Council under the regional Commissioner was held on September 15 in the Prosecutor's Office of the Moscow Region.
The discussion on the topic of reducing the burden on business in the implementation of state control and supervisory activities was attended by relevant ministers of the regional government, as well as representatives of territorial bodies of federal executive bodies that control and supervise the activities of entrepreneurs in the Moscow region.
Thus, according to the participants of the meeting, it is possible to reduce the number of inspections and make them as transparent and understandable as possible by digitalizing the processes of interaction between business and controllers.
So, for example, all state bodies of the Moscow region, endowed with the right to carry out verification activities, are already in the “figure”. Next up are the feds.
The portal of state and municipal services of the Moscow region presents 156 procedural digital forms for 33 types of supervision. This service allows entrepreneurs to comprehensively check their business, including independently assessing risks using checklists.
Since the launch of the service in May 2022, 689 consultations have already been conducted online and in person, 195 applications for preventive visits have been submitted, and 87 organizations have passed self-examination.
“According to the results of the meeting, it was recommended to the control and supervisory authorities that it is mandatory to consider the issue of conducting preventive visits instead of inspection measures, to ensure compliance with previously issued instructions through inspection visits, and to replace administrative fines in cases provided for by law with a warning.
These measures should help reduce the pressure on regional business and stimulate the conscientious behavior of entrepreneurs,” Vladimir Golovnev, Commissioner, summed up the event.
