Almost two thousand appeals have been received by the Moscow Region Business Ombudsman since the beginning of 2022 year.
The Commissioner for the Protection of the Rights of Entrepreneurs in the Moscow Region Vladimir Golovnev summed up the work since the beginning of 2022. According to the Business Ombudsman, about 2 thousand appeals from entrepreneurs from Moscow Region have been received in 9 months.
Most often, individual entrepreneurs and legal entities turned to the Commissioner for help – 51.4% and 40%, respectively. Less often – representatives acting in the interests of the entrepreneur (6.2%), collective appeals (1.4%), peasant farms (0.9%).
In 2022, there has been a trend, the number of complaints about disagreement with the decisions and actions of state bodies of the Moscow Region exceeds a similar number of complaints against territorial bodies of federal executive authorities and local self-government bodies.
Complaints about decisions and actions of law enforcement agencies account for a significant share of the total number of accepted applications. Also, the percentage of appeals for overcoming administrative barriers by business remains quite high, which caused the majority of entrepreneurs to appeal to the Commissioner. Unlawful refusal to issue permits or approvals, making excessive demands. Appeals related to disputes arising from land and property relations (mainly related to rent) close the "top three" of the most common complaints. Other issues related, for example, to taxes, housing and communal services, construction – less at times.
- In comparison with previous years, in 2022, my representatives and I became 2 times more take part in lawsuits on the side of business as a third party who does not make independent claims. This indicates an increase in confidence in the institution of the Commissioner on the part of the business community. Meanwhile, we are supporters of pre-trial settlement of disputes between business and the state.
