With the participation of the Business Ombudsman of the Moscow Region, an interim result was achieved in collecting funds for services performed by the organization under a municipal contract.

In the middle of December last year, an organization from the Republic of Karelia and the administration of the Krasnogorsk city district signed a municipal contract for the provision of services for charging fees for renting residential premises, mailing payment documents for the entire 2022 year. For the services rendered in the second quarter of 2022, the company sent the relevant acts on their implementation. They were not signed by the administration. Motivated refusals to sign them were also not sent. Accordingly, there was no payment for the actions performed under the contract. The company turned to the Commissioner for the Protection of the Rights of Entrepreneurs in the Moscow Region Vladimir Golovnev for the protection of its legitimate interests. The Business Ombudsman sent the materials of the appeal to the Main Department of the Moscow Region, which, according to the results of the audit, reported the initiation of an administrative offense case against the responsible official of the administration under part 9 of Article 7.32 of the Administrative Code of the Russian Federation. Moreover, the administration of the Krasnogorsk city district, in response to the Commissioner's request, announced its interest in further cooperation with the company on the execution of the concluded contract, but did not pay the money. Since the pre-trial dispute settlement procedure initiated and implemented by the company and the Commissioner did not bring a positive result, this served as the basis for applying to the court. The Arbitration Court of the Moscow Region issued a decision to recover from the administration of funds under the contract in the amount of more than half a million rubles, as well as penalties and expenses for payment of state duty.
