The Government of the Russian Federation has approved a plan of priority measures to ensure the operation of the Russian economy in conditions of partial mobilization. A number of solutions have been developed that will help entrepreneurs and contribute to the development of the economy as a whole.

According to the decisions, entrepreneurs called up for military service will be able to remain business owners. Legal norms are being worked out for cases of termination of the company's work due to the mobilization of the head. In this case, employees will be able to move to another employer. The mobilized will be extended the deadlines for paying taxes, insurance premiums, it will be possible to postpone rent payments and take credit holidays. It will be possible not to make payments during the entire service life; 30 days after its end; during the treatment period in case of hospitalization. To apply for a vacation, you need to submit an application to the credit institution where the loan was issued by the end of 2023. The grace period began on September 21, 2022. The head of the enterprise, who is also its sole founder, will be able to receive credit holidays on equal terms with the sole proprietor. Mobilized entrepreneurs will be able to postpone the payment of rent of state-owned facilities, or terminate contracts with owners without penalties. Automatically and in a simplified manner, licenses will be extended to organizations whose employees with certain qualifications have been mobilized. The terms of the state contract may be changed by agreement of the parties if, due to mobilization, the supplier is unable to ensure its timely execution. This will affect all state contracts that will be concluded by the end of 2023. Also, businessmen will not be charged penalties, and they will not be included in the register of unscrupulous suppliers. Those who have received grants for their projects will be able to suspend the fulfillment of obligations or return the grant amount in full without any penalties. And also, the requirements for the implementation of projects may be relaxed, it will be possible to conclude an additional agreement and adjust the timing and results. "Recently, we have received quite a lot of questions from the business community related to partial mobilization. The solutions developed by the Government will help to remove most of the concerns of business. It is important not to disrupt the production cycle, not to reduce the economic potential. It is unacceptable to hold entrepreneurs accountable for non-fulfillment of reporting obligations or payment of taxes and fees, if such a violation was committed in connection with conscription for military service on mobilization.
