Vladimir Golovnev reminded how to protect business from illegal actions of control and supervisory authorities.
The moratorium on business inspections has been extended by the Government of the Russian Federation until the end of 2023.
At the same time, control will remain with respect to objects of extremely high and high risk categories. The Commissioner for the Protection of the Rights of Entrepreneurs in the Moscow Region Vladimir Golovnev recalled that he and his representatives have the right, with the written consent of the applicant, to participate in on-site inspections conducted in relation to business within the framework of state or municipal control.
- The moratorium on scheduled on-site inspections has been extended until the end of 2023. It also became possible to cancel a planned event if, at the initiative of the organization being checked, the inspector has already paid a preventive visit. Nevertheless, unscheduled inspections, for example, on citizens' complaints, can be carried out," Vladimir Golovnev said.
In this case, Golovnev noted, the Commissioner and his representatives have the right to be present not only directly during the audit itself, but also during the proceedings based on its results.
In addition, if an entrepreneur has concerns that the requirements of the supervisory authority are unlawful or unnecessary, he can file a complaint for verification through the Public Services portal. Consideration of such an appeal is only 1 working day. If a violation of the moratorium is detected, the check will be canceled.
